Every smartphone in your hand, every grain of rice on your plate, and every brick in your house has a story rooted in nature. Behind India’s economic ambitions lies a quieter, more uncomfortable reality: our development is being powered by the heavy extraction of forests, water, minerals, and land. When this extraction crosses the line of what nature can replenish, it becomes exploitation – and the bill, eventually, comes due.

What does exploitation of natural resources actually mean?

Natural resources fall into two broad categories: renewable (forests, water, soil, fisheries) and non-renewable (coal, petroleum, minerals). Exploitation refers to the use of these resources, but overexploitation happens when extraction outpaces regeneration. A forest can regrow, but not if it is cleared faster than saplings can mature. Groundwater aquifers can refill, but not if tube wells draw out more in a year than rainfall can replenish in a decade.

India’s situation is particularly intense because it carries roughly 17-18% of the world’s population on only about 2.4% of the world’s land area. The pressure to feed, house, employ, and power so many people on a limited resource base makes overuse almost inevitable unless growth is managed carefully. The World Bank has estimated that the annual cost of environmental degradation in India is around ₹3.75 trillion, or about 5.7% of GDP – meaning we are quietly losing a significant slice of our economy to the damage growth itself causes.

How development activities stress natural systems

The pressure on resources is rarely random. It is driven by specific, identifiable development activities. Three of the most influential are mining, deforestation linked to industry, and the expansion of intensive agriculture.

Mining and mineral extraction

Mining fuels everything from steel plants to power grids, but it is one of the most land-altering activities on the planet. Coal, iron ore, bauxite, limestone, and granite are extracted in massive quantities, often in regions that also happen to be rich in forests and home to tribal communities.

A peer-reviewed study examining mining across 300 Indian districts found that coal, iron and limestone mining had the most adverse impact on forest area loss, with mineral-producing districts losing an additional 450 sq km of forest cover that non-mining districts did not. The damage rarely stops at the forest boundary. Mining contributes to soil erosion, contamination of nearby rivers and groundwater, dust pollution, and a sharp decline in local biodiversity. Communities living near mines often report higher rates of respiratory illnesses and a slow loss of traditional livelihoods like farming and forest gathering.

Deforestation for infrastructure and agriculture

Forests are cleared for highways, railways, dams, mines, plantations, and farmland. The India State of Forest Report 2023 places India’s total forest and tree cover at 25.17% of the country’s geographical area, with forest cover alone at 21.76%. On the surface, the report notes an increase of 1,445 sq km in combined forest and tree cover since 2021.

However, a closer reading reveals a more complicated picture. The northeastern states, which contain some of India’s richest biodiversity, collectively lost 3,877 sq km of forest cover in recent years, an area roughly equivalent to the entire state of Goa. Much of the reported “gain” elsewhere comes from plantations, orchards, and tree cover outside forests – not from natural ecosystems. Dense forest, the kind that supports tigers, gibbons, and complex food webs, has been quietly degrading even as the headline numbers look reassuring.

Agricultural expansion and intensification

Agriculture is essential, but its modern form is resource-hungry. The Green Revolution boosted food grain production from around 50 million tonnes in the early 1950s to well over 200 million tonnes today, but it did so by leaning heavily on irrigation, chemical fertilisers, and high-yielding crop varieties.

The clearest example of this stress is groundwater. Punjab and Haryana have become global hotspots of aquifer depletion, with rates of groundwater abstraction rising sharply since the mid-20th century. Today, groundwater depletion in Punjab surpasses natural replenishment by about 65%, and in Haryana by about 34%. Subsidised electricity, assured procurement of paddy, and the cultivation of water-intensive rice in semi-arid regions have together created a slow-motion ecological crisis. Wells are drilled deeper every year, costs rise, and entire farming districts are being pushed toward a future of water scarcity.

The economic vs. environmental tension

The central conflict of modern development is straightforward: economies grow by converting natural capital (forests, minerals, water) into financial capital (GDP, exports, jobs). For a long time, this conversion was treated as pure progress. Today, we understand that it carries hidden costs.

Why governments still allow heavy exploitation

Mining royalties, agricultural exports, dam-based electricity, and industrial output drive state revenues, employment, and political stability. Telling a state government to slow down coal extraction is, in effect, asking it to cut a major source of income. A peer-reviewed analysis in Nature Communications noted that subsidised electricity and procurement policies make groundwater-intensive grain production vital for India’s food security, even though it is environmentally unsustainable. The same policy that protects food security accelerates aquifer collapse.

The hidden cost of “cheap” growth

When a factory pollutes a river or a mine destroys a watershed, those costs do not appear on the company’s balance sheet – they are paid by farmers downstream, by patients in local hospitals, and by future generations. Economists call these negative externalities. The World Bank’s diagnostic on India suggests these externalities add up to several percentage points of GDP every year, especially through outdoor and indoor air pollution, contaminated water, and degraded soils. So the “cheap” growth was never really cheap; the cost was simply postponed and redistributed.

Sustainable development as a middle path

Sustainable development, as defined by the Brundtland Commission, means meeting present needs without compromising the ability of future generations to meet theirs. India has formally committed to the United Nations Sustainable Development Goals, and the NITI Aayog SDG India Index 2023-24 shows steady progress on goals like climate action and clean energy. But the same index makes it clear that environmental goals still lag behind economic ones. The middle path – green jobs, renewable energy, circular economy practices, agroforestry – is recognised in policy, but implementation remains uneven.

Consequences of overexploitation

When exploitation crosses ecological limits, the consequences unfold across decades and across populations. Some are visible, others are slow.

Deforestation and habitat loss

Forests are not just trees; they are watersheds, carbon stores, climate regulators, and homes to indigenous communities. As forests fragment, species lose the continuous habitat they need to migrate, breed, and survive. Research published on biodiversity in India found that infrastructure expansion into forests substantially degrades biodiversity, especially when tribal communities – historically the most effective forest custodians – are excluded from planning decisions.

Air, water, and soil pollution

Industrialisation has made several Indian cities among the most polluted in the world. Mining tailings leach heavy metals into water bodies. Fertiliser and pesticide runoff create nitrogen-loaded streams that kill aquatic life. Brick kilns, thermal plants, and vehicles together fill the air with particulate matter. The World Health Organization links ambient air pollution to millions of premature deaths globally each year, and South Asia consistently appears among the worst-affected regions.

Water scarcity and groundwater collapse

India is the world’s largest user of groundwater, extracting more than the United States and China combined. In states like Punjab, Haryana, and Rajasthan, the water table has dropped so significantly that some districts are now tapping static groundwater – the deep, ancient reserves that, once used, do not replenish on any human timescale. The implications for agriculture, drinking water, and rural livelihoods over the next two decades are profound.

Climate change and feedback loops

Deforestation releases carbon. Drained wetlands release methane. Disturbed soils lose their carbon-holding capacity. Together, these changes feed climate change, which then worsens droughts, floods, and heatwaves – placing even more stress on the same resources. This is the loop that worries climate scientists most: overexploitation does not just degrade resources, it makes the climate system itself less stable, which in turn makes resources even harder to manage.

Loss of livelihoods and displacement

Behind every statistic of forest loss or groundwater decline is a human cost. Tribal communities are displaced for dams and mines, fishing villages collapse as marine stocks decline, and small farmers abandon land that no longer yields enough. The damage is rarely distributed equally; the poorest, who depend most directly on natural commons, bear the heaviest burden.

The path forward

The answer is not to stop development – that is neither realistic nor fair to people still climbing out of poverty. The answer lies in decoupling growth from destruction: getting more economic output from each unit of resource use. This means stronger environmental impact assessments, genuine community consent (especially under the Forest Rights Act, 2006), renewable energy investments, water-efficient cropping patterns, urban planning that protects ecosystems, and a circular economy that recycles materials instead of constantly mining new ones.

It also requires honest accounting. If a project’s true cost included the value of the forest it destroys, the water it depletes, and the air it pollutes, many “profitable” ventures would no longer make economic sense. Building that honesty into our policies is perhaps the single most important step toward a sustainable future.
