Food and nutrition security is one of the most pressing developmental concerns of our time. It is not just about whether a country grows enough grain, but whether every household, on every day of the year, can put a safe, nutritious, and culturally acceptable meal on the plate. Despite being among the world’s largest producers of foodgrains, India still ranks 102nd out of 123 countries on the 2025 Global Hunger Index, placing it in the “serious” category. Understanding why this paradox exists requires us to unpack what food security really means, what determines food availability, and how socio-economic forces shape who eats well and who does not.

What food and nutrition security really means
The Food and Agriculture Organization defines food security as a condition where all people, at all times, have physical, social, and economic access to sufficient, safe, and nutritious food that meets their dietary needs and food preferences for an active and healthy life. While the classical framework rests on four pillars, contemporary policy discussions in India often expand this into five interconnected components: availability, access, utilization, stability, and affordability. Each component is a link in the chain; weakness in any one undermines the whole system.
The five components of food and nutrition security
Availability
Availability refers to the physical presence of food in adequate quantities within a region or country. According to research published in the Indian Journal of Medical Research, availability is calculated as domestic production minus feed, seed, and wastage, plus net imports, plus any draw-down of public stocks. India has made impressive strides on this front, with foodgrain production crossing 332 million tonnes in 2023-24. Yet availability alone does not guarantee that food reaches every plate, which is why this component is best understood as the foundation rather than the ceiling of food security.
Access
Access is about whether individuals and households can actually obtain available food. It has three dimensions: economic access (income and purchasing power), physical access (markets, roads, transport), and social access (caste, gender, and community-based exclusion). The National Sample Survey has consistently shown that rural and tribal areas face the steepest access barriers, with infrastructure gaps and entrenched social hierarchies limiting how food entitlements translate into actual consumption.
Utilization
Utilization, sometimes called absorption, focuses on how effectively the body converts food into nutrition. This depends on dietary diversity, food safety, clean drinking water, sanitation, and healthcare. A child can eat enough calories yet remain stunted if she suffers repeated bouts of diarrhoea from contaminated water. The 2024 Global Hunger Index notes that 32.9 percent of Indian children under five are stunted and 18.7 percent are wasted – figures that point to a deep utilization crisis even where availability has improved.
Stability
Stability is the temporal dimension. Food security must hold not just on a good harvest day but across seasons, droughts, floods, pandemics, and price shocks. The disruptions during the COVID-19 lockdown – when migrant workers were stranded without ration cards in their host states – revealed how fragile stability can be even in a food-surplus country.
Affordability
Affordability is often treated as part of access, but Indian policy discourse increasingly recognises it as a distinct pillar because food inflation hits poor households disproportionately. Food inflation in India nearly doubled between FY22 and FY24, climbing from 3.8 percent to 7.5 percent, eroding the real purchasing power of low-income families. For households where food already consumes 40 to 60 percent of monthly expenditure, even a small price rise can mean cutting back on pulses, vegetables, or milk.
Determinants of food availability
Availability sits at the top of the chain, and four major determinants shape it in India.
Food production
Domestic production is the bedrock. The Green Revolution transformed India from a food-deficit nation into a surplus producer of wheat and rice. But productivity is uneven. Around 50 million households depend on small and marginal landholdings, and states like Bihar and Uttar Pradesh, where the average holding is under one hectare, report lower yields and persistent food insecurity. Soil degradation, depleting groundwater, and stagnating yields of pulses and oilseeds remain concerns for long-term availability.
Imports and trade
Imports fill the gaps that domestic production cannot. India remains heavily dependent on imported edible oils and, in some years, pulses. Trade policy decisions – export bans on wheat, import duties on palm oil, bilateral agreements – directly shape what is available on retail shelves and at what price. The balance between self-sufficiency and strategic trade is a continuing policy debate.
Buffer stocks
Buffer stocks are the cushion between a good harvest and a bad one. The Food Corporation of India procures wheat and rice at Minimum Support Prices and maintains reserves that feed the Public Distribution System and disaster-response operations. According to the Institute for Agriculture and Trade Policy, India’s buffer stock system is one of the largest in the developing world and even backstops the SAARC Food Bank, which made its first drawdown to Bhutan during the COVID-19 pandemic. However, storage losses, warehousing gaps, and stocks held far above buffer norms have drawn criticism for fiscal and efficiency reasons.
Climate change
Climate change is now an inescapable determinant of availability. Nearly 60 percent of Indian agriculture is rain-fed and monsoon-dependent, which makes the country acutely vulnerable to erratic rainfall, heatwaves, and unseasonal storms. A recent analysis by Down To Earth ranks India among the most vulnerable large economies to climate-driven food insecurity, noting that warming will hit yields, disrupt supply chains, and amplify price volatility. The Observer Research Foundation has also documented how small and marginal farmers practising rain-fed monocropping often see their food stocks run out within three to four months of harvest, leading to seasonal hunger.
The influence of socio-economic factors
Food security is not just an agronomic question. It is shaped by a web of natural, economic, and political factors that together decide who eats what.
Natural factors
Geography, soil quality, water availability, and climatic zones dictate what can be grown where. Coastal Odisha and Sundarbans face cyclones; Bundelkhand faces recurring droughts; Himalayan states grapple with short growing seasons and transport bottlenecks. Natural disasters such as the 2018 Kerala floods or the locust attacks of 2020 in Rajasthan and Gujarat can wipe out months of standing crop in days, exposing the fragility of stability.
Economic factors
Income levels, employment, food prices, and inflation are the everyday drivers of food security. Economist Amartya Sen’s entitlement framework helps here: famines occur not only when food is unavailable but when people lose the ability to command food through wages, production, or transfers. The Mahatma Gandhi National Rural Employment Guarantee Scheme works on this principle, providing wage entitlements that strengthen rural households’ purchasing power during lean seasons. According to the UN’s State of Food Security and Nutrition in the World report, over 19.46 crore people in India – roughly 13.4 percent of the population – remain chronically undernourished, despite the country being a major food exporter.
Political and policy factors
Political will and governance quality determine how laws translate into outcomes. The National Food Security Act, 2013 made the right to food a legal entitlement for roughly two-thirds of the population, with subsidised foodgrains delivered through the Public Distribution System. Schemes such as the PM POSHAN (formerly Mid-Day Meal) Scheme and the Integrated Child Development Services target schoolchildren and pregnant or lactating mothers. Yet implementation gaps – leakages from PDS, exclusion errors in beneficiary lists, weak last-mile delivery in remote districts – can blunt the impact of even well-designed laws. Political decisions on Minimum Support Prices, fertiliser subsidies, and agricultural market reforms also reshape who gains and who loses in the food system.
Social factors
Caste, gender, and community structures cut across the other determinants. Women in many households eat last and least; female-headed and Dalit households are more likely to report food insecurity. Intergenerational undernutrition – where undernourished mothers give birth to low-birthweight babies – is a key reason why child stunting remains stubbornly high even when household food spending rises.
Key metrics for measuring food and nutrition security
Measuring something as multi-dimensional as food security requires multiple lenses. The most commonly cited metrics in India include the prevalence of undernourishment from the FAO’s State of Food Security and Nutrition in the World report, child stunting and wasting from the National Family Health Survey, the Global Hunger Index, the Global Food Security Index, and household-level indicators such as the Food Insecurity Experience Scale. A systematic review published in Current Nutrition Reports notes that no single indicator captures the full picture, which is why policymakers triangulate across surveys to design targeted interventions.
Why the paradox of plenty persists
India produces more food per capita today than at any point in its history, yet remains home to the world’s highest number of undernourished individuals at around 194.6 million. This paradox tells us that solving food security is not just about growing more grain. It is about ensuring that growth in availability translates into access, that access translates into nutrition, and that the entire system holds up when shocks arrive. Climate resilience, dietary diversification through millets and pulses, women’s empowerment, sanitation, and a robust safety net must work in tandem. Without that integration, even record harvests will coexist with hungry children.
