Every project, whether a maternal health drive in a district hospital or a sanitation campaign in a village panchayat, eventually faces the same question: did it actually work? Answering that honestly depends less on opinions and more on the quality of data gathered along the way. Data collection for evaluation is the disciplined process of turning lived experiences, numbers, and observations into evidence that can guide decisions. The methods chosen shape what we learn, who gets heard, and ultimately, whether the next project does better than the last.

Why data collection sits at the heart of evaluation

Evaluation is not just a final report card. It is a continuous learning process that checks whether a project is reaching the right people, producing the intended outcomes, and using resources wisely. The credibility of every conclusion rests on the data behind it. As monitoring and evaluation specialists note, valid and reliable data can reveal the true performance of an intervention and strengthen the credibility of the team behind it.

Poorly designed data collection, on the other hand, produces biased findings, hides real problems, and can mislead policymakers. This is why evaluators carefully match the method to the question. A question about coverage of immunisation needs counts and percentages. A question about why mothers hesitate to vaccinate needs conversations. Both kinds of questions, and both kinds of data, matter.

Conventional methods of data collection

Conventional methods are the established backbone of evaluation. They are typically grouped into three categories: quantitative, qualitative, and mixed methods. Each has distinct strengths and limitations.

Quantitative methods

Quantitative methods focus on numerical measurement. They answer questions like how many, how often, and how much. Quantitative approaches such as surveys and structured interviews generate measurable insights that can be statistically analysed and generalised to larger populations.

Common quantitative tools include:

  • Structured surveys and questionnaires with closed-ended questions, often used in large-scale health programmes like the National Family Health Survey.
  • Structured interviews where every respondent is asked the same questions in the same order.
  • Service statistics and routine records from health facilities, schools, or anganwadi centres.
  • Observation checklists that count specific behaviours, such as whether a health worker washed hands before an examination.

The strength of quantitative data lies in its precision and comparability. A district can measure whether the institutional delivery rate rose from 60% to 78% after an intervention. The limitation is that numbers rarely explain the human reasons behind the trend.

Qualitative methods

Qualitative methods explore meaning, context, and experience. They are used when evaluators need to understand why something is happening, not just whether it is happening. Compared to a quantitative approach, a qualitative approach is more open, informal and semi-structured, offering flexibility in how data is gathered.

Widely used qualitative tools include:

  • Focus group discussions (FGDs): Small group conversations, typically of 6 to 10 participants, that explore shared experiences. For example, an FGD with adolescent girls can reveal why a menstrual hygiene programme is or is not being adopted in schools.
  • In-depth interviews: One-on-one conversations that allow detailed exploration of personal experiences, such as a widow’s account of accessing pension schemes.
  • Case studies: Deep examination of one project site, household, or individual to understand processes and outcomes in context.
  • Participant observation: Evaluators spend time within a community to observe practices firsthand.

Qualitative methods generate rich, descriptive data but are usually based on small, non-representative samples. They cannot tell you the proportion of people affected by an issue, but they can explain the issue in depth.

Mixed methods

Few real-world evaluations rely on just one tradition. Mixed methods combine quantitative and qualitative tools within a single study to provide a fuller picture. According to guidance from 3ie on impact evaluation, mixed-methods studies typically combine conventional quantitative and qualitative data collection with techniques such as triangulation, diagnostic studies, in-depth interviews, and participant observation to better understand the context in which indicators are interpreted.

For instance, in evaluating a tuberculosis treatment adherence programme, an evaluator might use a household survey to measure adherence rates, and then conduct in-depth interviews with patients who dropped out of treatment to understand the barriers. The survey tells the scale of the problem; the interviews explain its causes.

Mixed methods can follow different sequencing strategies. Better Evaluation describes several designs, where data may be collected simultaneously, sequentially, or in an integrated manner so that qualitative and quantitative findings inform each other throughout the evaluation.

Participatory methods of data collection

Conventional methods often position the community as a source of information and the evaluator as the expert who interprets it. Participatory methods turn this relationship on its head. They treat community members as active analysts of their own situation, not just respondents. Two influential approaches are Participatory Rural Appraisal (PRA) and Participatory Assessment, Monitoring and Evaluation (PAME).

Participatory Rural Appraisal (PRA)

PRA emerged in the late 1980s as a response to the limitations of conventional surveys, which were often extractive and missed local realities. PRA is an approach used by NGOs and development agencies that aims to incorporate the knowledge and opinions of rural people in the planning, implementation, and management of development projects.

The core idea is empowerment. As described in field guides, PRA places emphasis on empowering local people to assume an active role in analysing problems and drawing up plans, with outsiders acting mainly as facilitators rather than experts.

PRA uses a wide variety of visual, group-based tools that are accessible even to non-literate participants:

  • Social and resource mapping: Villagers draw maps of their community showing households, water sources, schools, and health facilities. These maps often reveal patterns of exclusion, such as which hamlets lack road access.
  • Seasonal calendars: Communities mark agricultural cycles, disease outbreaks, festivals, and migration patterns across months. These help evaluators understand when interventions like nutrition campaigns will be most effective.
  • Venn diagrams or Chapati Chitran: Circles of different sizes represent institutions and their influence in village life. In one Indian advocacy project, a Venn diagram was used to show the relative importance of different institutions, the relationships between them, and gaps in service delivery.
  • Wealth ranking and pairwise ranking: Community members categorise households or prioritise problems, surfacing inequalities that surveys may miss.
  • Transect walks: The evaluator and community members walk through the village together, observing and discussing land use, water, and infrastructure.

PRA exercises typically run over three to five days and produce information that is not only descriptive but also owned by the community. This sense of ownership often improves the sustainability of any actions that follow.

Participatory Assessment, Monitoring and Evaluation (PAME)

While PRA is most often used at the assessment stage, PAME extends participatory principles across the full evaluation cycle. Developed in the context of community forestry by the Food and Agriculture Organization, PAME is based on the premise that communities are ultimately the final evaluators of project success or failure. Sustainability, in this view, depends largely on a community’s ability to analyse, judge, and explain the value of different options.

PAME blends an approach, techniques, and tools to help communities ask their own evaluation questions and find their own answers. A typical PAME process involves the community in deciding why an evaluation is needed, what indicators of success to use, how to collect data, and how to act on the findings. Outside facilitators support, but do not dominate, this process.

The value of participatory methods extends beyond better data. By involving stakeholders, evaluators capture local insights that outsiders often miss, build trust with communities, and create space for marginalised voices, especially women, scheduled caste and tribal members, and the elderly. Stakeholder involvement also reduces the risk that an evaluation is seen as a top-down audit, which can otherwise generate suspicion or guarded responses.

Integrating data collection for comprehensive evaluation

The most useful evaluations rarely depend on a single method. Real-world programmes in family health, nutrition, and population studies are complex, and their dynamics cannot be fully captured by one tool. As evaluators have observed, the intricate dynamics of development projects cannot be disentangled through one method or one data collection tool alone, which is why combining approaches is widely recommended.

Integration usually happens in three main ways.

Triangulation

Triangulation involves using multiple sources or methods to cross-check findings. If a household survey, focus group, and clinic records all point to the same conclusion about declining anaemia, the finding is much more credible. When they disagree, the contradiction itself becomes an important clue worth investigating.

Sequencing

Methods can also be sequenced strategically. A qualitative exploration might come first to identify the key issues, followed by a quantitative survey to measure their prevalence. Alternatively, a survey might raise puzzling questions that are then explored through interviews. This sequencing helps evaluators move between breadth and depth as the evaluation evolves.

Combining conventional and participatory tools

The richest evaluations often combine conventional and participatory approaches. A multilateral evaluation guide notes that a mixed-method approach using quantitative, qualitative, participatory, and blended approaches is now widely accepted as appropriate for the complex interventions found in international development.

Consider an evaluation of a state-run adolescent reproductive health programme. The team might begin with PRA exercises in selected villages to understand local perceptions of adolescent health. Insights from this stage shape a structured household survey across districts to measure awareness and service uptake. Focus group discussions with adolescents and parents then explain the survey patterns, while routine health records provide an independent check on reported service use. No single method could have delivered this layered understanding.

Practical considerations for evaluators

Choosing methods is only part of the task. Good data collection also demands attention to ethics, including informed consent, confidentiality, and cultural sensitivity. Evaluators must respect participants’ time, avoid extractive practices, and ensure that findings are shared back with communities. Training of field investigators, careful tool design, and pilot testing all influence data quality.

Resource constraints matter too. Participatory methods are often time-intensive, while large-scale surveys are expensive. The art of evaluation lies in choosing a combination that is rigorous enough to be credible, practical enough to be feasible, and inclusive enough to be fair.
