India is in the middle of a historic urban transformation. Every year, our cities absorb millions of new residents, expanding outwards in concrete sprawl and upwards in glass towers. Yet beneath the celebratory headlines about GDP contributions and smart cities lies a more troubling reality. The pace of urban growth has far outstripped the capacity of municipal authorities to plan, build, and govern. The result is a paradox: cities that simultaneously generate enormous wealth and house some of the most miserable living conditions on the planet. Understanding the shortcomings of this rapid urban expansion is essential to making sense of where the country is heading.

The scale of the urban explosion
To appreciate the problem, we first need to grasp the sheer scale. Around 34% of Indians now live in cities, compared to only 18% in 1960, and that share is climbing steeply. By 2030, the country’s urban population is projected to cross 600 million, with India expected to host the world’s largest urban population by 2050. This translates to roughly 10 million new urban residents every year, which is the equivalent of adding a new Mumbai annually.
The challenge is not urbanisation itself, which is a natural consequence of economic development. The challenge is the speed and unplanned nature of this growth, which has left cities scrambling to provide even the most basic services to their residents.
Haphazard urban growth and the slum question
Indian cities have rarely grown according to a master plan. Instead, they have sprawled organically, with informal settlements filling in every available gap. The most visible symptom of this haphazard expansion is the slum. According to the 2011 Census, approximately 17.3% of India’s urban population lives in slums, and the World Bank estimates that 65.5 million Indians live in urban slums.
Dharavi in Mumbai, often cited as one of the largest slums in Asia, illustrates how this happens. Migrants arrive looking for work, find that affordable housing simply does not exist, and settle wherever they can find space, often on land they do not legally own. Over time, these settlements harden into permanent neighbourhoods, but without proper roads, drainage, or electrical connections.
The housing deficit
The root cause of slum growth is a chronic shortage of affordable housing. India is estimated to have a deficit of around 19 million urban homes, predominantly affecting low-income families. Government programmes like the Pradhan Mantri Awas Yojana (Urban) have aimed to bridge this gap, but implementation has been uneven. A review by the Economic Advisory Council to the Prime Minister found that under the in-situ Slum Rehabilitation vertical of PMAY, out of 14.35 lakh houses demanded, only 4.33 lakh were approved, and as of December 2022, a mere 99,000 had actually been delivered.
Inadequate civic amenities
Civic infrastructure in most Indian cities was designed for populations that were a fraction of current numbers. The strain shows up in every service that ordinary residents depend on.
Water and sanitation
Reliable water supply remains a luxury in many urban areas. Most households receive piped water for only a few hours each day, forcing them to store water in drums and tanks that can become breeding sites for mosquitoes. A significant portion of the water that is supplied is lost through leaking and ageing pipes before it even reaches taps. Groundwater extraction has filled the gap, but this is unsustainable. In Delhi, for instance, aquifers stand in danger of depletion on account of excessive use, and rampant construction activity has contaminated them with cement, paints, varnishes and other construction materials.
Sanitation infrastructure tells a similar story. Sewage treatment capacity lags well behind the volume of wastewater generated, which is why rivers like the Yamuna remain heavily polluted despite decades of clean-up plans.
Transport and roads
Traffic congestion has become a defining feature of Indian urban life. Bengaluru’s average peak-hour speeds dropping below 10 km/h is now routinely cited in international rankings of the world’s most congested cities. Public transport, while improving in cities with new metro systems, still cannot absorb the demand created by rapid population growth, so private vehicle ownership keeps climbing and roads keep clogging.
Waste management
India’s cities generate enormous quantities of solid waste, and a substantial share of it never reaches a proper disposal site. Open dumping and informal burning remain common, which in turn drives air pollution from particulate matter, dioxins, and furans, while landfill gases, primarily methane, contribute to global warming. The Solid Waste Management Rules of 2016 provide a regulatory framework, but enforcement remains patchy.
Social and economic consequences
The strain of urban living goes beyond infrastructure failures. It reshapes how families function and how communities relate to one another.
Overcrowding and quality of life
Density in Indian cities, particularly in older parts of metros, is among the highest in the world. Overcrowding affects almost every aspect of daily life, from commute times to access to open spaces. It also has direct public health consequences, since dense, poorly ventilated housing accelerates the spread of communicable diseases, as was painfully visible during the COVID-19 pandemic.
The shift from joint to nuclear families
One of the most profound social changes driven by urbanisation is the transformation of the family unit itself. The traditional joint family, in which multiple generations lived together and pooled resources, has been steadily giving way to nuclear households. As one sociological analysis explains, urban life characterised by high living costs, limited housing space, and competitive employment makes the maintenance of large joint families difficult, so nuclear families become a more practical form of household organisation in cities.
This shift is partly a matter of practicality. Migration for work breaks up extended households. Urban apartments are too small to accommodate three generations. Dual-income couples organise their lives around their careers rather than the rhythms of a multi-generational home.
Loss of family support systems
The decline of the joint family has real costs that show up later in life. Elderly parents who would once have been cared for at home increasingly find themselves living alone or moving to old-age homes, a phenomenon previously unfamiliar in Indian society. Childcare, which was once shared among grandparents, aunts, and cousins, now falls entirely on the parents or on paid help. The wider network of support is frequently absent from nuclear families, which increases stress and feelings of loneliness, and there has been a notable rise in family violence and pending cases in family courts as a result.
Inequality and social fragmentation
Urban India is also one of the most unequal spaces in the country. Gated communities with private security and backup power generators exist alongside informal settlements that lack toilets. This segregation is not just spatial but social, producing two parallel cities that share geography but little else. The widening gap fuels resentment, weakens civic solidarity, and complicates any attempt at collective problem-solving.
Environmental impacts
Rapid, unplanned urbanisation has been an environmental disaster. Indian cities now feature regularly in the list of the world’s most polluted places, with consequences that ripple far beyond city limits.
Air pollution
The most visible environmental crisis is air pollution. In northern cities, particularly Delhi, winter air quality routinely reaches hazardous levels. Air pollution in India causes around two million premature deaths annually and respiratory diseases in urban populations, and in Delhi pollution reduces life expectancy by up to 12 years. The sources are familiar: vehicle emissions, construction dust, industrial activity, waste burning, and seasonal stubble fires that get trapped over the plains by cold winter air.
Water resources under stress
Urban demand is depleting both surface water and groundwater at rates that cannot be sustained. Cities like Chennai and Bengaluru have already faced acute water crises in recent years, with reservoirs running dry and tankers becoming a lifeline. Pollution compounds the scarcity. Just 10 percent of India’s water bodies achieved good quality in 2023, which means that even where water exists, much of it is unsafe for drinking without treatment.
Urban heat islands and lost green cover
As concrete and asphalt replace soil and vegetation, cities absorb and retain more heat than the surrounding countryside, creating what scientists call the urban heat island effect. Studies have shown measurable temperature differences of several degrees between city centres and rural peripheries, intensifying the demand for air conditioning and worsening energy consumption in a feedback loop. The loss of urban green spaces, wetlands, and lakes also reduces the city’s natural ability to manage floods, which is why even moderate rainfall now brings cities like Bengaluru and Chennai to a standstill.
The unsustainable application of technology
Indian cities have often imported development models and technologies designed for very different contexts. Wide, car-centric road networks suit American suburbs but produce gridlock in dense Indian cores. Glass-facade office buildings look modern but consume enormous amounts of energy for cooling in tropical climates. Centralised waste processing plants are expensive and brittle compared to decentralised, community-led systems that might suit Indian neighbourhoods better.
The pattern reflects a broader weakness: technology is being applied without sufficient attention to local conditions, climate, and culture. Smart-city investments in surveillance cameras and Wi-Fi hotspots, for example, have sometimes outpaced investment in basic sewerage, exposing the gap between visible modernisation and substantive development.
Why these shortcomings persist
Several structural factors keep urban India trapped in this cycle. Weak local governance is a major one. Municipal corporations often lack the financial autonomy and technical capacity to plan effectively. Mayors are typically far less powerful than state ministers, which means city-level decisions get caught in state politics. Outdated master plans that fail to anticipate population growth produce zoning rules that bear no relation to ground realities. Fragmented agencies with overlapping mandates make accountability difficult, so when something goes wrong, no single body is responsible.
Initiatives like the Smart Cities Mission and the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) have attempted to address some of these gaps, but their reach remains limited compared to the scale of the problem.
