When we talk about food security, most people instinctively think of one thing: producing enough food. But the reality is far more layered. A country can grow surplus grain and still have millions going hungry, or stock its warehouses full while children suffer from malnutrition. Food security is a four-legged stool – remove one leg and the whole structure collapses. Understanding these four components is the first step toward making sense of why hunger persists even in food-surplus economies like India’s.

What does food security really mean?
The 1996 World Food Summit defined food security as a condition where all people at all times have physical, social and economic access to sufficient, safe and nutritious food that meets their dietary needs for an active and healthy life. Economist Amartya Sen reshaped this thinking in the 1980s by arguing that hunger is rarely about food shortage alone – it is about entitlements, or what people can actually claim through production, trade, labour or welfare. His work pushed policymakers to look beyond granaries and harvests to consider how food reaches a person’s plate.
From this evolved framework emerged four interlinked pillars: availability, accessibility, affordability and absorption. Each addresses a different question – Is there enough food? Can people reach it? Can they pay for it? And does the body actually benefit from it?
Availability: is there enough food to go around?
Availability is the supply-side dimension of food security. It asks whether sufficient quantities of food exist within a region, irrespective of who consumes it. According to the Food Security Cluster, availability is determined by the level of food production, stock levels and net trade. In practical terms, this depends on three sources: domestic agricultural output, imports from other countries, and buffer stocks held in government granaries.
India’s journey on this front is remarkable. From being a food-deficient nation dependent on PL-480 wheat imports from the United States in the 1960s, the country became one of the world’s largest producers of foodgrains, milk, fruits and vegetables. The Food Corporation of India (FCI) maintains buffer stocks that act as a cushion during droughts, floods, or supply disruptions. Yet availability alone is no guarantee of food security – India often sits on grain stocks far exceeding its buffer norms while pockets of hunger persist.
Why availability is necessary but not sufficient
The classic example comes from Amartya Sen’s analysis of the 1943 Bengal famine, where food was technically available but inaccessible to vast sections of the population. Similarly, today, India’s per capita foodgrain availability has improved, but reports consistently show that significant numbers of households remain food insecure. Availability sets the ceiling for what is possible, but the other three pillars determine whether that potential becomes a reality.
Accessibility: can people reach the food?
Even when food is physically present in the country, it must reach individual households. Accessibility refers to whether food is within physical and social reach of every person – geographically, infrastructurally, and without discrimination. A village cut off during the monsoon, a slum without a functioning ration shop, or a migrant worker without local documentation may all face accessibility barriers despite living in a food-surplus country.
Physical access depends on roads, transport networks, storage facilities and distribution channels. Social access depends on whether marginalised groups – Dalits, Adivasis, women, migrants and the elderly – can claim their share without facing exclusion. The functionality of the marketplace, the safety of reaching it, and the absence of social barriers all shape accessibility, especially for vulnerable groups.
The role of the Public Distribution System
India’s Public Distribution System (PDS) is one of the largest food safety nets in the world, designed precisely to address accessibility. Through a network of Fair Price Shops, subsidised foodgrains reach beneficiaries every month. The One Nation One Ration Card (ONORC) system has further strengthened access by enabling migrants to draw rations from any state, with over 158 crore portability transactions recorded by late 2024. Biometric authentication and digitisation of ration cards have plugged leakages, with diversion of grains reportedly falling from around 42% in 2011-12 to roughly 22% by 2022-23.
Affordability: can people pay for the food they need?
Food may be available and physically accessible, yet remain out of reach if households cannot afford it. Affordability is the economic dimension – the ability of an individual to purchase sufficient, safe and nutritious food without compromising other basic needs like healthcare, education or shelter. For poor households in India, food often consumes 40% or more of total monthly expenditure, leaving them extremely vulnerable to price shocks.
When onion prices spike or wheat becomes costlier due to global disruptions, it is the bottom 30% of the income pyramid that bears the brunt. A daily wage labourer earning ₹300 a day cannot suddenly absorb a 25% jump in dal prices. Affordability is therefore closely tied to wages, employment, inflation, and social protection.
MGNREGA and the income approach
This is where employment guarantee schemes step in. The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) provides up to 100 days of guaranteed wage employment in a financial year to rural households. By putting cash directly into the hands of the poor, it strengthens purchasing power, allowing families to buy food rather than depend solely on subsidised supplies. Some scholars argue that employment-based interventions like expanding MGNREGA could have addressed food security by improving purchasing power rather than providing subsidised food, tackling the root cause of food insecurity through economic empowerment.
The National Food Security Act, 2013
The National Food Security Act (NFSA), 2013 extended the coverage of the Targeted Public Distribution System to roughly two-thirds of the population – around 820 million people. The Act made food a legal right rather than a welfare benefit. Priority households receive 5 kg of foodgrains per person per month at highly subsidised rates – ₹3 per kg for rice, ₹2 per kg for wheat and ₹1 per kg for coarse grains – while Antyodaya Anna Yojana families (the poorest) get 35 kg per household per month. The Act also entitles pregnant women and lactating mothers to maternity benefits and ensures nutritional support for children through schemes like PM POSHAN and ICDS.
Absorption: does the body benefit from the food?
The fourth and often overlooked pillar is absorption, sometimes called utilisation. It recognises a sobering truth: eating food is not the same as being nourished. A child who consumes adequate calories but suffers from chronic diarrhoea or worms may still be malnourished because her body cannot absorb the nutrients. Absorption therefore depends on factors well beyond agriculture – clean drinking water, sanitation, hygiene, healthcare and dietary diversity.
India’s stubborn malnutrition statistics, despite improvements in availability and affordability, point to absorption failures. Open defecation, contaminated water sources, lack of toilets and poor maternal health all reduce the body’s ability to convert food into energy and growth. This is why the absorption pillar is most directly linked to sanitation and public health infrastructure, not just to what is on the plate.
Why dietary diversity matters
Absorption also depends on whether the food consumed contains the right mix of macro and micronutrients. A diet heavy on rice or wheat but low in pulses, vegetables, dairy and eggs can leave a person calorie-sufficient but micronutrient-deficient. This is the phenomenon of hidden hunger – common across India, where iron, vitamin A, iodine and B12 deficiencies remain widespread. Initiatives like rice fortification under the PDS, mid-day meals in schools, and supplementary nutrition under ICDS aim to address this gap.
Agricultural policies that hold the four pillars together
Strong agricultural policy is the foundation that supports all four pillars. India’s Rainbow Revolution represents a multi-dimensional approach to self-sufficiency, integrating sectoral revolutions like the Green (crops), White (dairy), Yellow (oilseeds), Blue (fisheries), Golden (horticulture) and Pink (meat and poultry) revolutions. Unlike earlier strategies that focused on a single commodity, the Rainbow Revolution promotes integrated development of crop cultivation, horticulture, forestry, fishery, poultry, animal husbandry and food processing.
This diversification is critical because it tackles multiple pillars at once. More milk and eggs improve absorption through better protein and micronutrient intake. Horticulture expansion boosts farmer incomes, indirectly strengthening affordability. Fisheries and poultry create rural employment, reducing distress migration. The National Food Security Mission, Pradhan Mantri Fasal Bima Yojana, National Horticulture Mission and Operation Greens are some of the schemes that operationalise this vision.
Technological interventions
Modern agriculture increasingly leans on technology to push productivity further while conserving resources. Technological integration in Indian agriculture now includes biotechnology, mechanisation, advanced irrigation techniques like drip and micro-irrigation, and the use of information and communication technology for modern farming. Precision farming, satellite-based crop monitoring, soil health cards and digital marketplaces like e-NAM are reshaping how food is produced and sold. These interventions strengthen availability while making agriculture more climate-resilient – a growing concern as erratic monsoons and rising temperatures threaten yields.
Why all four pillars must work together
The four components are not standalone targets but interconnected gears. Producing record harvests means little if grain rots in warehouses while the poor cannot afford it. Generous subsidies fail if ration shops are inaccessible to migrants. Even well-fed households remain malnourished without clean water and healthcare. True food security emerges only when availability, accessibility, affordability and absorption move forward together.
This is why India’s policy architecture has gradually shifted from a narrow grain-procurement focus to a broader nutrition-sensitive approach – integrating schemes across agriculture, rural employment, health, sanitation and women’s empowerment. The journey is far from complete, but the framework now recognises that ending hunger requires more than filling a plate.
