Every road, school, hospital, and water pipeline that a government plans today is built on an educated guess about how many people will need it tomorrow. That guess is called a population projection, and it sits at the heart of nearly every long-term decision a country makes. With the population expected to rise from 121.1 crore in 2011 to 152.2 crore by 2036, getting these numbers right is not an academic exercise. It decides whether a child in 2035 finds a seat in a school, a bed in a hospital, or a job in the market.

Understanding population projection

A population projection is a calculation of what a population could look like in the future, based on assumptions about three key components: fertility (births), mortality (deaths), and migration (people moving in and out of an area). Demographers take a base-year population, usually from the most recent census, and then mathematically “age” it forward year by year, adding expected births, subtracting expected deaths, and adjusting for migration.

In India, this work has been done since 1958 by the Office of the Registrar General, with the Technical Group on Population Projections preparing fresh estimates after every census for use by the central government, state governments, and bodies like NITI Aayog. The latest official set, Population Projections for India and States, 2011-2036, was published in 2020 and forms the basis of most current planning exercises.

Projection, forecast, and prediction are not the same

These three words are often used interchangeably, but demographers treat them very differently.

A projection is a conditional “what if” calculation. It says: if fertility falls to a certain level, if mortality continues its current trend, and if migration follows a given pattern, then the population will look like this. A projection is a statement about what the future population could be under a given set of assumptions, not what it will definitely be.

A forecast, in contrast, is a statement about the most likely outcome. It builds on a projection but layers expert judgement, policy context, and probability on top. A forecaster commits to a single most-likely number, while a projector simply shows the consequences of stated assumptions.

A prediction is the strongest claim of all – an assertion that the future will unfold a certain way. Serious demographers rarely use the term because population dynamics are shaped by too many uncertain forces: policy shifts, pandemics, wars, climate events, and changes in social behaviour. As one methodological review puts it, a forecast claims to predict future development “correctly”, whereas a projection only traces the logical consequences of its assumptions.

This distinction matters in policy debates. When critics say a projection “turned out wrong,” they often miss the point. A projection was never meant to be a crystal ball; it was meant to show what would happen if certain trends continued. The fact that reality diverged is often a sign that policy worked, not that the projection failed.

Why projections are central to development planning

Development planning is essentially the matching of future demand to future supply. Roads, schools, hospitals, electricity grids, food stocks, pension systems – all of these take years, sometimes decades, to build. Without a reliable picture of the future population, planners would be flying blind.

Anticipating demand for infrastructure

Consider housing and urbanisation. The official projections show that India’s urban population will rise from 31.8 per cent in 2011 to 38.2 per cent in 2036, accounting for 73 per cent of the total population increase. Delhi, Chandigarh, and Lakshadweep are expected to become entirely urban by 2036. These numbers feed directly into urban mission documents, water supply plans, sewage systems, and metro rail proposals. A city that does not anticipate a doubling of its population cannot lay the pipes, the power lines, or the roads in time.

Planning schools and the education system

Education planning is one of the clearest examples of projection-driven policy. The same official report estimates that the school-going population aged 5-14 will fall from 25.4 crore in 2011 to 20.7 crore in 2036. This single fact reshapes everything from teacher recruitment targets to school construction priorities to textbook printing volumes. States with rapidly shrinking child populations, like Tamil Nadu and Kerala, face a very different planning challenge from states like Bihar and Uttar Pradesh, where child numbers will keep rising. The Ministry of Education uses these projected age-wise population figures to size its school education programmes.

Healthcare and the ageing transition

The healthcare implications are equally dramatic. The proportion of Indians aged 60 and above is projected to more than double, from around 8.4 per cent in 2011 to 15 per cent in 2036. That means tens of millions of additional citizens needing geriatric care, chronic disease management, and pension support. At the same time, the infant mortality rate is expected to fall sharply, shifting the disease burden from communicable to non-communicable illnesses. Hospitals being designed today must reflect that shift, or they will be obsolete by the time they open.

The UNFPA’s district-level population projections have stressed that anticipating demographic change at the sub-national and district level is essential for programme management and for tracking progress on the Sustainable Development Goals.

Business and economic planning

Projections are not only a government tool. Private firms use them constantly. A consumer goods company deciding whether to build a new factory needs to know how many young consumers will exist in a region a decade from now. A bank designing pension products needs to know the size of the elderly cohort. A real estate developer needs to know where working-age migrants will cluster. The private sector requires age-sex wise projected population data for better business planning, which is why the Registrar General’s projection reports are studied as carefully in corporate strategy rooms as in government offices.

Population projections and policy making

Beyond infrastructure and business, projections shape the very logic of policy. They feed into how governments think about taxation, social security, employment generation, and even constituency boundaries.

Economic policy and the demographic dividend

India’s working-age population (15-59 years) is projected to rise from 60.7 per cent in 2011 to around 65 per cent in 2036. This is the so-called demographic dividend – a temporary period when the share of working-age people is large relative to dependents. But this dividend does not cash itself. It requires jobs, skills, and productive investment. Projections tell policymakers exactly how many young people will enter the labour market each year, allowing skill-development missions and employment schemes to be sized accordingly. Without these numbers, the gap between job-seekers and jobs would be invisible until it became a crisis.

Social policy and equity

Projections also reveal uneven futures. The same official report shows that five states – Bihar, Uttar Pradesh, Maharashtra, West Bengal, and Madhya Pradesh – will account for 17 crore of the 31.1 crore total population increase between 2011 and 2036, with Uttar Pradesh alone contributing 19 per cent. This kind of granular detail informs how the Finance Commission distributes resources among states and how welfare schemes are targeted. Without it, fiscal transfers could systematically favour states that no longer need the help.

The sex ratio is another sensitive policy area. Projections that show falling sex ratios in Kerala, Karnataka, Maharashtra, and Gujarat, and a particularly low ratio for Delhi by 2036, act as early warnings for government interventions on gender discrimination.

Environmental and sustainability policy

Sustainable development is impossible without knowing how many people the environment must support. Population projections feed into water resource planning, food security calculations, and climate adaptation strategies. Policymakers use these projections to allocate funds across regions and to plan the provision of public facilities, and the same numbers determine forest cover targets, renewable energy capacity, and waste management infrastructure. A national climate plan that ignores demographic trends is essentially planning for the wrong country.

The limits of projection

Projections are powerful, but they are not infallible. Their accuracy depends on the quality of the base data, the realism of the assumptions, and the time horizon. Short-term projections (five to ten years) are usually quite reliable. Long-term ones (thirty years and beyond) carry significant uncertainty because small annual errors compound over time.

Disruptions like the COVID-19 pandemic, large-scale migration, or sudden fertility shifts can quickly outdate even careful projections. This is why modern demographers increasingly use probabilistic projections, which present a range of possible futures with associated probabilities, rather than a single deterministic line. The honest acknowledgement of uncertainty is a feature, not a flaw – it forces planners to build flexibility into their decisions.

Why this matters for India’s future

India is at a demographic crossroads. Fertility is falling, the population is ageing, urbanisation is accelerating, and inter-state variation is widening. Each of these trends has policy consequences that cannot be addressed in real time; they must be anticipated. The total fertility rate is projected to fall from 2.37 children per woman in 2011-15 to 1.73 by 2031-35, which means India will soon face the same low-fertility challenges that Japan, China, and parts of Europe already face – but at a much lower per capita income.

Population projection is therefore not just a technical exercise in a statistics office. It is one of the most practical instruments a developing nation has for making sure that growth, equity, and sustainability move together.
