Climate change does not strike everyone equally. Floods, droughts, heatwaves, and erratic monsoons land hardest on those with the fewest resources to absorb the shock, and across much of the world, that group is disproportionately made up of women. Yet women are not just victims of a warming planet. They are farmers, water managers, energy users, and community leaders whose decisions shape how families adapt and how local ecosystems are protected. Building climate adaptation and mitigation strategies without them is like writing only half a plan.

Why climate change is not gender-neutral

The differential impact of climate change on women is now well documented. Women tend to be more vulnerable than men because they rely heavily on natural resources for their livelihoods, and structural inequalities in economic, social, and cultural rights limit how quickly they can recover from environmental shocks. When a drought hits a village in Marathwada or a flood sweeps through Assam, the loss of crops, livestock, and clean water translates into longer hours of unpaid labour for women who fetch water, gather fuelwood, and care for the sick.

This vulnerability is not biological. It is built into the social order. Restricted land rights, lower literacy, fewer savings, and limited mobility mean that women have a smaller cushion when a disaster strikes. The health impacts of climate change, including heat stress, poor air quality, vector-borne disease, and food insecurity, affect men and women differently because of biological, socioeconomic, and cultural factors, and in countries undergoing rapid environmental change, gender-based health disparities are widening.

The vulnerability map: who is hit first and worst

Rural women in agrarian economies sit at the sharpest edge of climate risk. They form the backbone of small-scale farming, but most do not own the land they cultivate. When yields fall, men often migrate to cities for work, leaving women to manage farms with less capital, less credit, and less voice in village decisions. Pre-existing gender inequalities, limited access to resources, and exclusion from decision-making processes compound the effects of climate-induced disasters on women’s health, economic stability, and overall well-being.

Indoor air pollution is another silent crisis. Millions of households still cook on biomass stoves, exposing women and young children to smoke for hours each day. Indoor air pollution from traditional biomass is linked to roughly 200,000 premature deaths annually in India, primarily among women. This is a direct intersection of energy poverty, gender, and climate that adaptation policies cannot afford to overlook.

Disasters and the hidden gender gap

After cyclones, heatwaves, and floods, women often suffer secondary harms that rarely make headlines. Pregnant women face higher risks of complications when health systems collapse, girls are pulled out of school to help at home, and gender-based violence tends to spike in displacement camps. Climate change exacerbates pre-existing gender inequalities and compounds intersecting forms of discrimination against young girls and women from poor and marginalised sections, especially when adaptation policies are designed without their lived experience in mind.

Women as agents of mitigation, not just survivors

The vulnerability story is only half the picture. Women are also powerful drivers of climate solutions. Their daily proximity to forests, water, fuel, and food gives them deep practical knowledge about how ecosystems are changing and how to respond. UN Women emphasises that gender-responsive climate action strengthens the resilience and empowerment of all women and girls, and growing evidence shows that involving women improves the design and outcomes of mitigation projects.

Clean energy at the household level

Switching to cleaner cooking fuels and decentralised renewable energy is one of the most direct ways to cut household emissions, and women are the natural champions of this transition. Schemes that supply LPG, improved cookstoves, and solar lighting reduce drudgery, save fuel, and improve indoor air quality. Community-level platforms like Sustainable Household Energy schools, where 20 to 30 women led by a local champion promote improved cookstoves, have helped scale clean cooking technology in Odisha and Chhattisgarh. These models work because they treat women as decision-makers, not just beneficiaries.

Decentralised renewable energy is producing real economic returns too. Roughly 90 percent of women using decentralised renewable energy solutions report an income increase, with average earnings rising by about a third within a year, and technologies like solar silk-reeling have lifted monthly incomes from โ‚น1,500 to โ‚น6,000 for some women. This is mitigation and livelihood-building in the same intervention.

Self-help groups as climate infrastructure

Women’s collectives have quietly become some of the country’s most effective climate institutions. Under the National Rural Livelihoods Mission, self-help groups are encouraged to run renewable energy businesses such as solar lantern sales and microgrid management, supporting both income generation and clean energy adoption. In rural West Bengal, micro solar domes installed through self-help group networks have improved energy access and created income opportunities for women in poverty-stricken, disaster-prone areas.

Beyond energy, these collectives manage seed banks, run kitchen gardens, restore village ponds, and lead afforestation drives. Partnerships such as those between SEWA and the Ministry of New and Renewable Energy have helped farmers adopt biogas plants, solar pumps, and cool roofs in villages, proving that women’s organisations can carry the last-mile delivery that government programmes often miss.

Knowledge keepers and resource managers

Indigenous and rural women hold detailed knowledge about local crops, medicinal plants, weather signals, and water sources. This traditional ecological knowledge is precisely what adaptation planning needs but rarely values. The UNFCCC has recognised that women’s meaningful participation in climate decision-making improves outcomes, and that excluding them tends to deepen existing inequalities and reduce effectiveness.

Where current policy falls short

India’s National Action Plan on Climate Change recognises the importance of gender in climate change and development discourse, and its eight national missions all touch on adaptation and mitigation under an overarching concern for inclusive and sustainable development. However, recognition on paper has not always translated into operational change. An analysis of 28 State Action Plans on Climate Change found that while gender concerns are mentioned, they are unevenly operationalised, with significant gaps between normative goals like empowering women and the actual policy approaches adopted.

Many state plans remain effectively gender-blind or gender-neutral, treating women as a homogenous vulnerable group rather than as differentiated actors with knowledge and agency. In the early phases of state action plans, vulnerabilities were often not differentiated across caste, class, and economic status, and gaps in gender training and funding have weakened implementation. A Dalit woman agricultural labourer in Telangana faces a very different set of climate risks from an upper-caste landowning woman in Punjab, and good policy has to see that difference.

What gender-responsive adaptation and mitigation should look like

Integrating gender into climate policy is not about adding a paragraph on women at the end of a document. It means redesigning the policy itself so that women’s vulnerabilities, contributions, and priorities shape every stage of planning, financing, and implementation. UN Women’s Gender Equality and Climate Policy Scorecard assesses gender-responsiveness across six dimensions: economic security, unpaid care work, gender-based violence, health, participation and leadership, and gender mainstreaming. These dimensions offer a useful template for national and state planners.

Sex-disaggregated data and gender analysis

Most climate programmes still report aggregate numbers. How many cookstoves distributed, how many hectares afforested, how many farmers trained. Without breaking these numbers down by sex, caste, and class, planners cannot tell who is actually benefiting. Routine collection of sex-disaggregated data, paired with gender vulnerability mapping at the district level, is the first practical step toward genuinely targeted adaptation.

Land, finance, and technology access

Women’s adaptive capacity is throttled by their weak position in land and credit markets. Joint land titling, easier access to climate-resilient agricultural credit, subsidies on solar pumps and efficient irrigation, and training in climate-smart practices like the system of rice intensification can shift the picture quickly. Crucially, women need direct access, not access mediated through male relatives. Self-help groups can be critical for spreading awareness, building skills, and seeding micro-enterprises, and channelling philanthropic capital toward women-led ventures helps de-risk early-stage clean energy businesses.

Participation in decision-making

Reservations for women in panchayats have already shown that local representation changes priorities. Climate planning bodies at every level, from village disaster management committees to state climate cells, need similar guarantees of women’s participation, not just attendance. Capacity-building, child-care support during training, and meetings scheduled around women’s time constraints are practical changes that determine whether participation is real or symbolic.

Linking health, care work, and climate

Climate plans rarely talk about unpaid care work, but heatwaves, water shortages, and disease outbreaks all increase the caregiving load that women carry. The climate change Gender Action Plan under the UNFCCC pushes for gender-responsive National Adaptation Plans and Nationally Determined Contributions, supported by sex-disaggregated data and concrete monitoring mechanisms. Integrating maternal health, reproductive services, mental health, and care infrastructure into adaptation planning is essential, especially in heat-vulnerable cities and disaster-prone coastal zones.

Community participation and bottom-up design

Top-down climate solutions consistently underperform. Programmes designed with the people who will use them tend to last longer and deliver more. Networks of women clean energy entrepreneurs have proven effective in reaching the last mile, where prospective users are often unaware of available technologies or have no easy way to access them. Recognising women not just as users but as designers, distributors, and decision-makers transforms what mitigation and adaptation can achieve.

A future that works for everyone

Climate change will keep testing how societies share burdens and opportunities. A response that ignores gender will quietly reinforce the inequalities that already make women more vulnerable. A response that puts women at the centre, with land, credit, technology, voice, and time, can do something different. It can convert the climate transition into a chance to reshape the rural economy, public health, and democratic participation all at once.
