At the dawn of the new millennium, the world set itself an extraordinary collective to-do list. World leaders gathered at the United Nations and signed a declaration that promised to attack poverty, disease, illiteracy and environmental damage within fifteen years. The Millennium Development Goals, or MDGs, became one of the boldest experiments in global cooperation ever attempted, and Goal 7 placed environmental sustainability squarely at the heart of the development conversation.

What were the Millennium Development Goals?

In September 2000, 189 countries signed the Millennium Declaration at the United Nations headquarters in New York. From this Declaration emerged eight time-bound goals to be achieved by 2015, with progress measured against a 1990 baseline. These were the eight MDGs: eradicating extreme poverty and hunger, achieving universal primary education, promoting gender equality, reducing child mortality, improving maternal health, combating HIV/AIDS and other diseases, ensuring environmental sustainability and developing a global partnership for development.

Each goal was broken down into specific targets and indicators. The framework was revolutionary for one simple reason. For the first time, the international community had a shared, measurable scorecard for human progress. The MDGs gave governments, donors and civil society a common language and a clear deadline.

Why environment made the list

For decades, development had been viewed primarily through economic and social lenses. Goal 7 reflected a major shift in thinking. Building on ideas from the 1987 Brundtland Commission report and the 1992 Earth Summit, the MDGs acknowledged that poverty reduction and ecological health are not separate problems. Polluted rivers, deforested hillsides and choking city slums hurt the poor first and hardest.

Inside MDG 7: The four environmental targets

Goal 7 carried four distinct targets, each with its own indicators and deadline. Together they linked policy reform, biodiversity, basic services and urban living conditions into a single environmental agenda.

Target 7A: Integrate sustainable development into national policy

The first target asked countries to weave the principles of sustainable development into national policies and programmes and to reverse the loss of environmental resources. Indicators tracked forest cover, carbon dioxide emissions, ozone-depleting substance consumption and the proportion of fish stocks within safe biological limits. This was the most political of the four targets because it required structural reform rather than service delivery.

Target 7B: Reduce biodiversity loss

The second target, added in 2007, committed countries to achieving a significant reduction in the rate of biodiversity loss by 2010. Indicators included the proportion of terrestrial and marine areas protected and the number of species threatened with extinction. Biodiversity was treated not as a luxury but as the foundation of food systems, medicine and ecosystem services.

Target 7C: Halve the population without safe drinking water and sanitation

Perhaps the most concrete target was to halve, by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation. This target connected environmental health directly to human health. Contaminated water is a leading cause of diarrhoeal disease, which kills hundreds of thousands of children every year.

Target 7D: Improve the lives of slum dwellers

The final target aimed to achieve a significant improvement in the lives of at least 100 million slum dwellers by 2020. A slum household, as defined by UN-Habitat, lacks one or more of the following: durable housing, sufficient living area, access to improved water, access to improved sanitation, or secure tenure. The target acknowledged that rapid urbanisation in the developing world was creating massive informal settlements with poor environmental conditions.

The scoreboard at 2015: Wins, near-misses and gaps

When the final MDG Report 2015 was released, the picture was mixed but broadly encouraging. The UN Secretary-General described the MDGs as the most successful anti-poverty movement in history. For Goal 7 specifically, two of the four targets registered notable wins.

Water and slum targets surpassed

The drinking water target was met five years ahead of schedule. The proportion of the global population using an improved drinking water source rose from 76 percent in 1990 to 91 percent in 2015, and 2.6 billion people gained access to better drinking water during this period.

The slum target was also exceeded. More than 320 million slum dwellers gained access to improved water, sanitation, durable housing or less crowded conditions between 2000 and 2014. The proportion of the urban population living in slums in developing regions fell from 39.4 percent in 2000 to around 29.7 percent in 2014.

Sanitation and biodiversity fell short

The sanitation half of Target 7C was missed by a wide margin. About 2.4 billion people were still without access to improved sanitation facilities in 2015, and roughly 946 million practised open defecation. The biodiversity target was also not met. According to assessments tied to the Global Biodiversity Outlook, the rate of biodiversity loss has not slowed in any meaningful way; the world’s vertebrate species populations continue to decline, and habitat loss has continued in most major biomes.

Carbon dioxide emissions, an indicator under Target 7A, told an even more troubling story. Global emissions rose by more than 50 percent between 1990 and 2012, demonstrating that economic growth had not been meaningfully decoupled from environmental impact.

The uneven geography of progress

One of the sharpest lessons from the MDG era is that global averages can hide enormous regional differences. Progress was strong in East Asia and parts of South Asia, but Sub-Saharan Africa lagged on most targets despite improvements.

Sub-Saharan Africa: Progress with persistent gaps

The African Development Bank’s analysis of the 2015 report noted that more than 40 percent of the population in Sub-Saharan Africa still lived in extreme poverty at the end of the MDG period. The region carried about half the global burden of under-five deaths. On environmental indicators, deforestation continued at worrying rates, and access to improved sanitation remained far below the global average.

The reasons for slower progress were complex. Armed conflict, political instability, weak institutional capacity, dependence on external aid, and a heavy disease burden all played roles. As one lessons-learned review put it, poor implementation mechanisms and excessive reliance on development assistance undermined the long-term sustainability of several MDG interventions.

South Asia and the Indian experience

South Asia made significant strides on water and slum indicators. According to the Asian Development Bank’s MDG 7 assessment, India, Indonesia and Vietnam each cut their urban slum population shares by more than half from 1990 baselines. Forest cover in the Asia-Pacific region edged up from 21.9 percent in 1990 to roughly 22.6 percent in 2015, though carbon dioxide emissions more than doubled.

India met the drinking water target but missed the sanitation target during the MDG window, which is part of why programmes like the Swachh Bharat Mission became central to the post-MDG agenda. The country’s MDG experience showed both the power of scaled-up service delivery and the difficulty of changing behaviours linked to sanitation and hygiene.

What the MDGs got right and what they missed

Looking back, the MDGs had three clear strengths. They were simple enough to communicate, measurable enough to track and ambitious enough to mobilise resources. They helped channel official development assistance, which grew 66 percent in real terms between 2000 and 2014. They put environmental sustainability on the same page as health and education for the first time.

The structural critiques

Yet the goals also drew sharp criticism. Several scholars and practitioners pointed out that the targets were largely set by a small group of UN officials rather than through wide consultation. Analyses from the International Institute for Sustainable Development note that the MDGs treated environment as a single goal rather than as a cross-cutting concern, which made it easy to sideline ecological issues when they conflicted with economic targets.

The indicators used for water and sanitation were also flawed. As research in Environment and Urbanization shows, the data on “improved” sources often overstated real access in informal settlements. A shared standpipe used by hundreds of households technically counts as an “improved” source, but it offers nothing like the reliability or safety of piped water on premises.

From MDGs to SDGs

The MDGs expired in 2015 and were replaced by the Sustainable Development Goals, a broader framework of 17 goals that integrates environmental, social and economic dimensions. The SDGs respond directly to many MDG limitations. They apply to all countries, not just developing ones. They place climate action and biodiversity in their own dedicated goals rather than bundling them under a single environmental heading. And they emphasise inequalities within countries, not just between them.

Why the MDG story still matters

The MDGs taught the world that ambitious, time-bound global goals can shift policy, attract resources and produce measurable change. They also taught that goals without good data, local ownership and attention to inequality can leave the most vulnerable behind. For students of development today, MDG 7 in particular offers a case study in how environmental sustainability moved from the margins to the mainstream of the global agenda, and how much further the work still has to go.
