Disasters do not strike a blank slate. They strike places where rivers have been concreted over, coastal mangroves cleared, building codes ignored, and warning systems left untested. That is why modern disaster management is no longer judged by how fast rescue teams arrive after a cyclone or earthquake, but by how much risk a country has reduced before the event and how quickly communities bounce back afterwards. This shift, from relief-centric response to risk reduction and resilience-building, sits at the heart of India’s current disaster management strategy and the global Sendai Framework that guides it.

From relief to resilience: a changed mindset

For decades, disaster management in India meant mobilising the army, distributing relief, and rebuilding what was lost. The Disaster Management Act of 2005 changed that approach by mandating a holistic, proactive, technology-driven strategy that centres prevention, mitigation, and preparedness. The vision is now to build a safer and disaster-resilient nation through the collective efforts of government, non-governmental organisations, and people themselves.

This new philosophy rests on two pillars. The first is risk reduction, which is anticipating hazards and lowering exposure and vulnerability before disasters occur. The second is resilience, the capacity of households, communities, and systems to absorb shocks, adapt, and recover quickly. Together, they reduce the price disasters extract in lives, livelihoods, and assets.

The proactive role of central agencies

While the primary responsibility for disaster management rests with the states, the Central Government provides logistical, technical, and financial support through a layered institutional architecture. Understanding these agencies helps make sense of how risk reduction actually gets done on the ground.

The National Disaster Management Authority (NDMA)

Headed by the Prime Minister, the NDMA is the apex body for disaster management in the country. It lays down policies, approves the National Disaster Management Plan, and issues guidelines that state authorities must follow when drafting their own plans. It also coordinates the enforcement of these policies across central ministries so that disaster risk reduction is integrated into development plans and projects rather than treated as an afterthought.

Beyond policymaking, the NDMA runs flagship programmes such as the National Cyclone Risk Mitigation Project, the School Safety Project, and Aapda Mitra, which trains community volunteers in landslide, cyclone, earthquake, and flood-prone districts. The Common Alerting Protocol, an integrated system for geo-targeted alerts, and the pan-India emergency response number 112 are other examples of how central agencies invest in preparedness infrastructure.

The National Disaster Response Force (NDRF) and SDRFs

Set up under Section 44 of the Disaster Management Act, the NDRF is a specialised, multi-disciplinary force trained for natural and man-made disasters, including chemical, biological, radiological, and nuclear emergencies. State Disaster Response Forces (SDRFs) replicate this capacity within each state. These forces are not just first responders; they conduct mock drills, train local volunteers, and assist district administrations in risk mapping.

The National Institute of Disaster Management (NIDM)

The NIDM is the country’s premier institute for capacity building, training, research, and documentation in disaster management. It develops training modules, runs courses for officials and volunteers, and promotes a “culture of prevention” through a multi-stakeholder, multi-disciplinary approach.

The Coalition for Disaster Resilient Infrastructure (CDRI)

Announced by India at the UN Climate Action Summit in 2019, the CDRI is a global partnership of governments, UN agencies, multilateral banks, and the private sector, with its secretariat in New Delhi. It promotes the resilience of infrastructure systems, such as roads, power grids, telecoms, and water networks, against climate and disaster risks. This is significant because damage to critical infrastructure cascades into long-term economic losses.

State Disaster Management Authorities (SDMAs), District Disaster Management Authorities (DDMAs), and specialised bodies like the India Meteorological Department and the National Remote Sensing Centre work alongside these agencies, providing horizontal coordination on early warnings and satellite-based hazard mapping.

The Sendai Framework: a global blueprint adopted at home

The shift to risk reduction is anchored in the Sendai Framework for Disaster Risk Reduction 2015-2030, a 15-year voluntary agreement adopted at the Third UN World Conference on Disaster Risk Reduction in Sendai, Japan. It succeeded the Hyogo Framework and was endorsed by UN member states, including India. The Sendai Framework outlines seven global targets and four priorities for action that countries are expected to translate into national plans.

In 2016, India became one of the first countries in the world to operationalise it through the first-ever National Disaster Management Plan, structured around the framework’s four priority themes. While the original textbook outline mentions “five thematic areas,” the four Sendai priorities are typically expanded into thematic action areas that include capacity development as a cross-cutting theme. Let us look at each.

Priority 1: Understanding disaster risk

Disaster risk management must be grounded in a thorough understanding of risk in all its dimensions, including vulnerability, capacity, exposure, hazard characteristics, and the environment. This knowledge underpins everything from risk assessment and prevention to early warning. In practice, this means hazard mapping for floods, cyclones, earthquakes, and landslides, building seismic micro-zonation atlases, maintaining disaster loss databases, and incorporating risk literacy into school curricula and public communication.

Priority 2: Strengthening disaster risk governance

Strong governance at national, state, and local levels is essential for prevention, mitigation, preparedness, response, and recovery. In India, this priority is visible in the three-tier structure created by the Disaster Management Act, the establishment of the National Platform for Disaster Risk Reduction, and the recent Disaster Management (Amendment) Bill, 2024, which adds functions such as creating disaster databases and forming Urban Disaster Management Authorities for major cities. Good governance also means clear roles, dedicated funds like the National and State Disaster Response Funds, and accountability mechanisms.

Priority 3: Investing in disaster risk reduction for resilience

This priority calls for both structural and non-structural measures. Structural measures include embankments, cyclone shelters, earthquake-resistant buildings, retrofitted schools and hospitals, and flood-control reservoirs. Non-structural measures include land-use planning, enforcement of building codes, insurance schemes, ecosystem restoration, and financial protection instruments. The Government of India’s One Nation One Scheme for Disaster Management, 2018 was designed to provide financial assistance to states for a comprehensive range of such activities.

Priority 4: Enhancing disaster preparedness and “Build Back Better”

This priority focuses on preparedness to respond effectively when disasters do occur, and on rebuilding in ways that reduce future risk rather than reproducing it. Early warning systems, evacuation drills, pre-positioned relief stocks, and community contingency plans all fall under preparedness. “Build Back Better” insists that recovery, rehabilitation, and reconstruction become opportunities to upgrade infrastructure, relocate from hazardous zones, and integrate climate adaptation.

Capacity development: the cross-cutting fifth theme

Across all four priorities runs the theme of capacity development, which textbooks often present as the fifth thematic area for action. This includes training first responders, building scientific and technical expertise, equipping local governments, conducting mock drills, and sustaining public awareness. Without capacity, the best policies remain on paper.

Why community involvement is the real game-changer

However sophisticated central agencies become, the first responders to any disaster are not officials but neighbours. Within minutes of a building collapse or a flash flood, it is community members who pull people out, share food, and shelter the displaced. The Sendai Framework therefore calls for an inclusive, people-centred approach to disaster risk reduction, recognising that resilience is ultimately built at the grassroots.

Community-Based Disaster Risk Reduction (CBDRR)

CBDRR is a participatory approach in which local communities themselves identify, assess, and reduce disaster risks using local knowledge and institutions. The NDMA released dedicated CBDRR Guidelines in 2024 to systematise this approach across the country. The premise is simple: communities know their terrain, their vulnerable members, and their coping practices better than any external agency.

States such as Odisha, frequently battered by cyclones, have demonstrated the power of community-based preparedness through trained volunteers, multi-purpose cyclone shelters, and last-mile dissemination of warnings. UNEP and Partners for Resilience have worked with Indian communities since 2019 on Ecosystem-based Disaster Risk Reduction, restoring wetlands and integrating water management into local development plans.

The role of Panchayati Raj Institutions and women’s groups

Panchayati Raj Institutions are emerging as critical nodes for localising disaster risk reduction. Model Gram Panchayats with disaster management plans, trained task forces, and access to State Disaster Mitigation Funds show how decentralisation can convert policy into protection. Self-help groups, youth clubs, and women’s collectives often become information channels during emergencies and play decisive roles in evacuation and post-disaster recovery.

NGOs, civil society, and private sector

Non-governmental organisations and civil society organisations bring training, awareness, and post-disaster psychosocial support, often reaching populations that government machinery cannot. They facilitate participatory risk assessments where community members identify hazards, vulnerabilities, and capacities in their own neighbourhoods, ensuring that strategies are tailored rather than templated. The private sector contributes through resilient supply chains, insurance, and corporate social responsibility-funded projects.

Tying it all together

Reducing disaster risk and enhancing resilience is not a single ministry’s job or a one-time campaign. It is an integrated process that connects the Prime Minister’s office to a panchayat secretary, a satellite scientist to a fisherwoman tracking a cyclone alert on her phone, an engineer designing a flood barrier to a schoolteacher running an earthquake drill. The Sendai Framework gives this process a global vocabulary; central agencies provide the institutional spine; and communities give it the legitimacy and the muscle to actually work. As climate change intensifies extreme weather events and urbanisation concentrates population and assets in vulnerable zones, this triad of policy, institution, and community will determine how India fares in the decades ahead.
