For decades, disaster management in India meant one thing: rushing in after the calamity. Trucks of food, tarpaulin shelters, and government relief cheques arrived after the floodwaters had drained or the earthquake had stilled. That reactive model is slowly being dismantled. Today, the focus has moved upstream, towards preventing losses, reducing risk, and treating disasters not as freak events but as predictable outcomes of how we plan our cities, manage our rivers, and prepare our communities. This shift, from relief to risk reduction, marks one of the most important changes in public policy of the last two decades.

The old model: relief as the only response
Until the late 1990s, disaster management in India was almost entirely a colonial-era template of post-event relief. State governments held primary responsibility, and the Centre stepped in only when a calamity was declared severe. The Ministry of Agriculture handled most of the coordination, because drought and famine were the disasters that shaped early thinking. There was no dedicated national authority, no integrated plan, and very little investment in prevention.
The cost of this approach was staggering. The 1999 Odisha super cyclone killed nearly 10,000 people. The 2001 Bhuj earthquake levelled towns and exposed how unprepared institutions were. The 2004 Indian Ocean Tsunami swept across coastlines that had never been mapped for such a hazard. Each event laid bare the same lesson: waiting to respond meant accepting losses that better planning could have prevented.
The 2005 turning point
The Disaster Management Act, 2005, fundamentally rewrote the rules. It created a three-tier structure, the National Disaster Management Authority chaired by the Prime Minister, State Disaster Management Authorities under Chief Ministers, and District Disaster Management Authorities under Collectors. It also set up the National Disaster Response Force (NDRF) for specialised rescue and the National Institute of Disaster Management for training and research.
More importantly, the Act formally moved the country away from a relief-centric approach to a proactive regime emphasising preparedness, prevention and mitigation. On paper, this was a paradigm shift. In practice, it began a long journey that is still in progress.
From response to risk reduction
The deeper change is conceptual. Disaster management used to assume that hazards, cyclones, earthquakes, floods, were the problem. The new thinking sees the hazard as only one factor. Risk is the product of hazard, exposure, and vulnerability. A cyclone hitting an uninhabited coastline is a weather event; a cyclone hitting a densely populated, poorly built coastal town is a disaster. Reduce exposure and vulnerability, and the same hazard produces a much smaller catastrophe.
This is the logic behind disaster risk reduction (DRR), the framework now guiding global and Indian policy. The Sendai Framework for Disaster Risk Reduction (2015-2030), which India has signed and operationalised, sets four priorities: understanding disaster risk, strengthening risk governance, investing in resilience, and enhancing preparedness so societies can “build back better” after a disaster. The goal is no longer just to save lives during a crisis but to reduce the number of crises that occur in the first place.
What this means in practice
Risk reduction shows up in unglamorous, often invisible work. Cyclone shelters built along the Odisha coast. Multi-hazard early warning systems that send SMS alerts before a cyclone makes landfall. Earthquake-resistant retrofitting of schools and hospitals. Flood plain zoning that keeps construction out of high-risk areas. The National Disaster Management Plan, first issued in 2016 and revised in 2019, brings all sectors and ministries under a single framework aligned with the Sendai targets, the Sustainable Development Goals, and the Paris Agreement on climate change.
The results are visible. Odisha, the same state that lost thousands in 1999, has reduced cyclone-related deaths by over 90% through a combination of early warning, mass evacuation, and shelter infrastructure. When Cyclone Fani struck in 2019, more than a million people were evacuated in advance.
Disasters and development are not separate
One of the most important insights of modern disaster management is that disasters are not external shocks to development; they are often produced by it. Unplanned urbanisation, encroachment on wetlands, deforestation of hillslopes, and construction in flood plains all increase the damage that natural hazards cause. The UN Global Assessment Report describes disasters as indicators of unsustainable development, signals that something in the way we are building, expanding, or consuming has gone wrong.
This reframing changes the policy question. Instead of asking “how do we respond when the next flood comes?”, planners now ask “why is this area flooding more often, and how do we stop creating the conditions that make floods worse?” Removing mangroves to build aquaculture farms, paving over urban drainage channels, or permitting hotels on tsunami-prone beaches are all development choices that manufacture future disasters.
Mainstreaming risk into development planning
The current approach, called mainstreaming DRR, asks every sector and ministry to build risk assessment into its routine planning. A new highway should be designed for the floods and landslides it will face over its lifetime. A housing scheme should check seismic zones before allotting plots. Urban master plans should map hazard zones and restrict construction accordingly. The idea is that risk reduction is not a separate budget line but a lens through which all development is filtered.
India’s flagship infrastructure initiative, the Coalition for Disaster Resilient Infrastructure (CDRI), was launched precisely with this logic. Bringing together more than 40 countries and several international organisations, it pushes governments to design roads, power grids, hospitals, and digital networks that can survive cyclones, floods, and earthquakes rather than collapse with them.
Communities as first responders
A third pillar of the new approach is the recognition that, when a disaster strikes, the first responders are never the NDRF or the army. They are neighbours, panchayat members, local shopkeepers, and youth groups, people who are already there in the minutes and hours that matter most. NDMA’s own framing puts it bluntly: before any government machinery arrives, the community must respond, and the extent of human and economic loss is greatly influenced by that initial response.
This insight has driven a quiet but significant shift. Local communities are no longer treated as helpless victims awaiting aid; they are seen as active participants whose preparedness can save lives.
The Aapda Mitra scheme
The clearest example is the Aapda Mitra scheme, literally “friend in disaster”, run by the NDMA. It began as a pilot training 6,000 community volunteers in 30 flood-prone districts. Based on its success, the scheme has been scaled up to cover 350 districts with a target of 1,00,000 trained volunteers across all states and union territories.
Each Aapda Mitra is given two weeks of intensive training in flood rescue, first aid, evacuation, search and rescue, and shelter management. They receive an Emergency Responder Kit, group insurance, and access to district-level emergency stockpiles. The newer Yuva Aapda Mitra programme extends this approach by drawing volunteers from the NCC, NSS, Bharat Scouts and Guides, and the Nehru Yuva Kendra Sangathan.
The impact has been documented in real disasters. During Cyclone Fani in 2019, Aapda Mitras in Odisha cleared blocked roads, provided first aid at shelters, ran free kitchens, and helped distribute supplies. During COVID-19, the same volunteers delivered food and medicines to elderly residents, women-headed households, and people with disabilities. In Kerala, Maharashtra, Assam, Tripura, and Bihar, trained volunteers have helped rescue people during floods, sometimes physically carrying persons with disabilities and pregnant women to safety.
Why community participation works
Community-based disaster risk reduction works because local people know their geography, their vulnerabilities, and their neighbours in ways outside agencies never can. They know which lanes flood first, which families have someone bedridden, and which buildings are unsafe. When they are trained and equipped, the “golden hours” immediately after a disaster, when most lives are saved or lost, are no longer wasted waiting for help to arrive.
Awareness, preparedness, and the gaps that remain
Risk awareness is the foundation of everything else. People who do not know they live on a fault line, or that their colony was once a wetland, cannot demand safer construction or better drainage. NDMA-led mock drills, school safety programmes, and public information campaigns now aim to build this awareness from the ground up. The Common Alerting Protocol allows geo-targeted SMS warnings before cyclones and floods, and the web-based Dynamic Composite Risk Atlas was used to plan responses during Cyclones Biparjoy and Michaung in 2023.
Yet, gaps remain. Independent assessments point out that India is unquestionably better at saving lives quickly but only marginally better at preventing losses. State and district disaster management plans, meant to introduce mitigation, often exist on paper without real implementation on the ground. Studies of landslide governance in the Himalayas and the Western Ghats have found that national-level policy shifts often translate into only incremental improvements at the local level, not the paradigm shift the framework promises.
Climate change is also stretching the system. More frequent heat waves, glacial lake outbursts, and erratic monsoons are creating hazards that older plans never anticipated. Rapid urbanisation continues to concentrate population and assets in vulnerable zones. The next decade of disaster management will be judged not by how well India responds to the next cyclone, but by how successfully it embeds risk thinking into every road, every building, and every panchayat plan.
