Walk through any rapidly growing Indian city today and a familiar pattern emerges. Concrete colonies push outwards, vehicles fill every inch of road, and the parks, maidans, and ghats that once anchored neighbourhood life shrink into neglected pockets. Yet open spaces remain one of the most decisive factors in a city’s liveability, ecology, and social health. Revitalizing them is no longer optional. It demands clarity on what makes an open space truly “vital” and a planning approach that goes well beyond fencing a plot of land and planting a few trees.

Why open spaces matter in a densifying urban India

The URDPFI guidelines recommend a minimum of 10-12 sq m of open space per person, but most Indian cities fall drastically short. Delhi, the better-performing metro, manages only around 4 sq m per person. Public spaces in Indian cities are not just decorative; they regulate microclimates, absorb stormwater, host informal economies, and provide the only outdoor leisure many low-income residents can access.

The National Institute of Urban Affairs notes that rapid urbanisation is shrinking public spaces, depleting water bodies, and encroaching on parks at an alarming rate. Revitalization, therefore, is not a beautification exercise. It is an urgent response to ecological stress, social fragmentation, and public health concerns.

Key parameters for a vital open space

Before any city draws up a revitalization plan, planners need a clear checklist of what makes an open space “vital.” A vital space is one that is used, loved, and ecologically functional. The following parameters consistently surface in the urban design literature.

Accessibility and inclusivity

An open space succeeds only if people can reach it easily, safely, and at no cost. This means walkable distances, barrier-free pathways for the elderly and persons with disabilities, well-lit approaches for women and children, and connectivity to public transport. A park surrounded by a fast-moving arterial road or a high boundary wall fails this test even if it looks beautiful from inside. Accessibility also has a social dimension: the space must welcome street vendors, daily-wage workers, and migrants, not just the gated-colony resident.

Ecological value

Native trees, permeable surfaces, water bodies, and biodiversity corridors determine whether a space can cool the surrounding area, recharge groundwater, and support birds and pollinators. Studies of Delhi’s public open spaces show that parks designed for ecological function, rather than ornamental landscaping alone, deliver far higher per-capita benefits. Lawns of imported grass with little tree cover may look tidy but contribute almost nothing to urban cooling or biodiversity.

Cultural and historical significance

Indian cities have always had culturally loaded open spaces: temple tanks, ghats, chowks, baghs, and maidans. Revitalization gains depth when planners protect this layered meaning rather than overwriting it with generic “park furniture.” A ghat in Varanasi, a maidan in Kolkata, or a stepwell in Ahmedabad cannot be treated the same way as a vacant city plot. The cultural memory embedded in the space is itself part of its vitality.

Safety and comfort

A space that people perceive as unsafe will remain empty regardless of its design. Sightlines, lighting, presence of caretakers, mixed uses that bring footfall through the day, and clean toilets are basic but routinely neglected. Comfort also covers shade, drinking water, seating, and protection from monsoon flooding.

Multi-functionality

A vital open space serves several user groups at different times: morning walkers, school children, evening loungers, weekend families, and informal traders. A connected open-space network with streets, parks, waterfronts, and heritage precincts working together performs better than isolated parks designed for a single purpose.

Strategic planning and governance approaches

Even the best-designed park decays without the right planning framework and management structure behind it. Three governance ideas matter most.

Integrated, network-based planning

Open spaces should not be planned as leftover plots once roads and buildings are laid out. They need to be conceived as a continuous network – parks linked by tree-lined streets, riverfronts connecting to neighbourhood gardens, and heritage precincts integrated with transit nodes. The URDPFI framework and the Smart Cities Mission both push for this integrated approach, but on the ground, departmental silos between municipal bodies, development authorities, and forest departments often fragment responsibility.

Participatory approaches

The 74th Constitutional Amendment Act of 1992 mandated ward committees and decentralised urban governance precisely to bring citizens into local decisions. For open spaces, this means consulting residents, vendors, school children, and Resident Welfare Associations before redesign, and giving them a meaningful role in upkeep. Research on participatory planning shows that Kerala, which allocates a large share of its development budget to local self-governments, demonstrates how decentralisation can strengthen community ownership. Without this ownership, even well-funded projects collapse into vandalism, encroachment, or apathy.

Decentralised management and maintenance

A central agency planning a park 500 km away rarely understands which corner floods, which tree is sacred, or which time of day women avoid the route. Decentralised management – ward committees, area sabhas, and partnerships with RWAs or local NGOs – fills this gap. A 2024 assessment of Karnataka’s urban local bodies found that ward committees and area sabhas remain largely under-activated, blunting the promise of participatory governance. Linking development funds to the regular functioning of these bodies is one suggested reform that applies equally to open-space management.

Policy levers and funding

Practical levers include reserving land for open space at the master-plan stage, protecting water bodies from encroachment through legal notification, and using mechanisms like Transfer of Development Rights to acquire green plots. The Smart Cities Mission, AMRUT, and state-level riverfront programmes have pushed funding into placemaking. Recent research argues that combining geospatial analysis with participatory governance offers the most promising framework for revitalising Indian urban commons.

Case studies of successful revitalization

Theory becomes useful only when grounded in real projects. Two well-documented Indian examples show what works and where the limits lie.

Dilli Haat, INA, New Delhi

Dilli Haat at INA is one of the clearest demonstrations of how a neglected urban plot can be turned into a culturally vibrant open space. The site itself is modest: six acres of land salvaged through a reclamation project and transformed into a plaza of thatched-roof cottages and craft kiosks. Run by the Delhi Tourism and Transportation Development Corporation since its inauguration in 1994, the space rotates artisans every fifteen days, allowing craftspersons from across the country to display and sell their work directly to urban consumers.

Several revitalization parameters come together here. The architecture deliberately evokes a rural haat, anchoring the project in cultural significance. The rotation system keeps the space economically and visually fresh, addressing multi-functionality. Folk performances, regional cuisines, and seasonal festivals turn it into a year-round cultural hub rather than a static market. Its location opposite INA metro station ensures accessibility.

The case is not without critique. Critics note that it operates as a ticketed and controlled precinct rather than an organically open public space, which raises questions about how “public” a revitalized space should be. Still, as a model of how cultural programming can revive a small urban plot, Dilli Haat remains influential – Pitampura and Janakpuri now host their own versions.

Maharashtra Nature Park, Mumbai

The Maharashtra Nature Park (MNP), wedged between Dharavi and the Bandra-Kurla Complex along the Mithi River, is an even more striking example because of where it began. The land was a municipal garbage dump until the late 1970s, when the Maharashtra government, the MMRDA, and WWF India took up the task of cleaning it and planting trees. The ornithologist Salim Ali planted the first sapling in 1983. By 1991 the site was notified as a Protected Forest under the Indian Forest Act, and in 1994 it was opened to the public on World Earth Day.

Today the park is home to nearly 14,000 plants of 300 varieties and more than 115 bird species, alongside facilities for vermiculture and rainwater harvesting that double as live demonstrations for visiting students. The park ticks the ecological-value and educational boxes that planners look for in a revitalized open space.

Yet MNP also illustrates that revitalization is never “finished.” Pollution from the Mithi River and encroachment pressures persist. In 2017, the MMRDA ran an international design competition won by Sameep Padora and Associates to redesign the park. The winning proposal includes a 300-metre pedestrian and cyclist bridge over the Mithi River connecting Dharavi and BKC, expanded forest zones, and viewing platforms. The plan tries to address accessibility (linking a low-income neighbourhood to a corporate district), ecological remediation, and place-making in a single project – a textbook integrated approach.

Lessons across both cases

Dilli Haat shows the power of cultural programming and a strong management agency. Maharashtra Nature Park shows what long-term ecological stewardship and multi-agency partnership can achieve, even on a contaminated site. Both depend on a clear institutional owner, a non-negotiable land-use protection, and continuous reinvestment. Neither would have survived a purely market-driven approach in cities where land values keep climbing.

The road ahead

Revitalizing urban open spaces in Indian cities will require planners to treat them as essential infrastructure on par with roads and sewers – not as discretionary amenities. The parameters of accessibility, ecology, culture, safety, and multi-functionality offer a working checklist. The governance shift demanded by the 74th Amendment, towards decentralisation and citizen participation, offers the institutional vehicle. Cases like Dilli Haat and the Maharashtra Nature Park show that, with political will and sustained partnership, even reclaimed land and former garbage dumps can become defining public spaces of a city.
