Urbanization is one of the most defining demographic shifts of our time, reshaping economies, lifestyles, and landscapes at a pace never seen before. For a country like India, where over 31% of the population was already urban as per the 2011 Census and projections suggest this could reach 40% by 2030, understanding what urbanization actually means becomes more than an academic exercise. It is a lens through which we can read the country’s future. This post breaks down the concept, walks through Kingsley Davis’s classic stages of urbanization, and explains how the Census of India classifies different types of urban areas.

What does urbanization really mean?

At its simplest, urbanization refers to the increasing concentration of people in towns and cities, accompanied by a shift in economic activity away from agriculture toward industry and services. But this textbook definition only scratches the surface. Urbanization is not just about people moving to cities; it is about how societies transform when they do.

Scholar R.P. Mishra (1998) offered a useful clarification: urbanization is a process, not a product. It is the ongoing movement and concentration of population in cities and towns where industrial and service sectors dominate economic activity, accompanied by changes in lifestyles, values, and social organization. In other words, the increase in the number of high-rises in a city is only the visible tip; underneath lies a deeper transformation in how people earn, live, and relate to one another.

Kingsley Davis, the demographer who pioneered the study of historical urban demography, defined urbanization as the progressive concentration of population in urban units, measured as the proportion of the total population living in urban areas rather than the absolute size of urban populations. This distinction is important. A country can have a growing urban population without becoming more urbanized, if the rural population is growing just as fast.

The United Nations similarly frames urbanization as the shift from a predominantly rural to a more urban society, capturing both the spatial redistribution of people and the functional transformation of how societies operate. Taken together, these perspectives tell us that urbanization is demographic, economic, social, and spatial all at once.

Urbanization vs. urban growth

It is easy to confuse urbanization with urban growth, but they are not the same. Urban growth refers to the absolute increase in the number of people living in urban areas. Urbanization, on the other hand, refers to the rising share of the total population that is urban. A city’s population can grow rapidly without urbanization happening if rural populations are growing at a similar or faster pace. This is a common feature in many developing countries, where high birth rates in rural areas can mask the actual pace of urban transition.

Kingsley Davis and the three stages of urbanization

One of the most influential frameworks for understanding how societies urbanize comes from Kingsley Davis’s 1965 essay, “The Urbanization of the Human Population.” Davis argued that urbanization is a finite process, a cycle through which nations pass as they evolve from agrarian to industrial societies. He proposed that this process unfolds along an attenuated S-curve: slow at the bottom, steep in the middle, and flattening near the top.

Stage 1: The initial stage

The initial stage is characterized by a predominantly rural, traditional society. Agriculture is the dominant occupation, settlements are dispersed, and the share of the urban population is low and grows very slowly. Economically, the country depends heavily on the primary sector, and infrastructure for industry, transport, and communication is limited. Most pre-industrial societies remained in this stage for centuries. Studies summarising Davis’s framework note that this stage corresponds to the long bottom of the S-curve, where urbanization barely registers in the demographic data.

Stage 2: The acceleration stage

The acceleration stage is where the real action happens. Triggered by industrialisation and supported by basic restructuring of the economy and investments in social overhead capital like roads, railways, ports, electricity, and communication networks, the urban share of the population rises sharply, typically moving from around 25% through 40%, 50%, 60% and beyond. Dependence on the primary sector gradually shrinks as industry and services expand. Rural-urban migration intensifies, cities pull in workers from the countryside, and economic productivity climbs.

This is the stage where most rapidly growing developing economies find themselves today. India’s current trajectory, with its urbanisation level expected to rise from around 30% to 40-50% over the next two decades and with over 60 cities of a million-plus population projected to contribute roughly 70% of GDP, places the country firmly in the acceleration stage.

Stage 3: The terminal stage

The terminal stage represents a kind of saturation. Once the urban population exceeds about 70%, the pace of urbanization slows considerably. The rate of growth of the urban population and that of the total population converge, meaning urbanization as a share stops increasing meaningfully. The economy is dominated by services rather than manufacturing, suburbanization and even counter-urbanisation can occur, and urban densities may decline as cities sprawl outward.

Most developed countries in North America and Europe have reached this stage. A country is generally considered fully urbanized once its urbanization ratio crosses roughly 75 to 85 percent.

Why the S-curve matters

The S-curve is more than a tidy diagram. It tells planners and policymakers what to expect at each phase. Countries in the initial stage need to invest in basic education, agriculture, and transport. Those in the acceleration stage face the toughest test: providing housing, sanitation, healthcare, transport, and jobs to millions of new urban residents at once. Countries in the terminal stage must shift focus from expansion to regeneration, environmental quality, and urban-rural balance. Davis also warned, however, that rapid urban growth in developing countries is often driven less by genuine economic transformation and more by overall population increase, a phenomenon he labelled over-urbanization, where urban expansion outpaces the economy’s ability to absorb workers productively.

How India classifies its urban areas

Defining a city or town is harder than it sounds. A settlement of 6,000 people in one region might feel completely urban, while a settlement of the same size in another might be just an overgrown village. To handle this diversity, the Census of India uses a layered classification system that combines legal recognition, demographic thresholds, and economic activity.

Statutory towns

The first category is the statutory town. According to the Census definition, statutory towns are places notified under law by the concerned State or Union Territory government and possess local bodies such as municipal corporations, municipalities, municipal committees, cantonment boards, or notified town area committees. Crucially, statutory towns retain this status irrespective of their demographic characteristics. Vadodara Municipal Corporation and Shimla Municipal Corporation are familiar examples. As per the 2011 Census, India had 4,041 statutory towns, up from 3,799 in 2001.

Census towns

The second category is the census town. These are settlements that may not be formally notified as urban under any law, but which the Census of India treats as urban because they meet three demographic and economic criteria together: a minimum population of 5,000, a density of at least 400 persons per square kilometre, and at least 75% of the male main working population engaged in non-agricultural pursuits.

Census towns reveal the messy edges of Indian urbanization. Between 2001 and 2011, India added an extraordinary 2,532 new census towns. As analysts have pointed out, many of these places functioned as towns in every economic and demographic sense, but they were still administered as villages, received rural subsidies, lacked municipal services like tap water or sewerage, and were outside the urban tax net. This statutory-functional gap creates a planning vacuum in some of the fastest-changing parts of the country.

Urban agglomerations

Indian cities rarely stop at their official municipal limits. They spill into surrounding settlements that form an unbroken urban fabric. The Census captures this through the concept of an urban agglomeration (UA). As per the Government of India’s definition, a UA is a continuous urban spread constituting a town and its adjoining outgrowths, or two or more physically contiguous towns together with or without outgrowths.

For an area to qualify as a UA, it must include at least one statutory town and the total population of all constituents must be at least 20,000 (as per the 2001 Census criteria). Greater Mumbai UA and Delhi UA are the most prominent examples. As of the 2011 Census, India had 475 urban agglomerations with 981 outgrowths, and 53 of these agglomerations had populations exceeding one million, housing over 160 million people, roughly 42.6% of India’s urban population.

Outgrowths

An outgrowth (OG) is a viable unit, such as a village, hamlet, or enumeration block, that sits outside the statutory limits of a town but within the revenue limits of a contiguous village. Outgrowths look and function like extensions of the parent town. Common examples include railway colonies, university campuses, port areas, and military cantonments.

To be designated as an outgrowth, an area must possess urban features such as pucca roads, electricity, piped water, drainage, educational institutions, post offices, medical facilities, and banks, and be physically contiguous with the core town of the urban agglomeration. Once a statutory town and its outgrowths are combined, the whole is treated as an integrated urban area, the UA.

Size-class categorisation of towns

Beyond these definitions, the Census of India also classifies all towns into six size classes based on population: Class I covers towns with 100,000 or more residents (often called cities), down to Class VI, which covers towns with fewer than 5,000 residents. At the 2011 Census, India had 7,935 towns in total (4,041 statutory plus 3,894 census towns), with the total number of urban agglomerations and towns making up the urban frame standing at 6,166.

Why these concepts matter

The way urbanization is defined and measured shapes everything from policy to budget allocations. If a settlement is classified as rural even when it functions as a town, it may be denied municipal-grade infrastructure for years. If a city’s growth is read only through its statutory limits and not its agglomeration, planners may underestimate transport, housing, and water demand by a wide margin. Understanding the stages of urbanization, meanwhile, helps anticipate which problems will surface next, whether it is slum proliferation during acceleration or fiscal stress during the terminal phase.

For students of population and development, mastering these foundational concepts is the gateway to deeper questions: Why is India’s urbanization often described as over-urbanization or pseudo-urbanization? Why are census towns growing so much faster than statutory towns? And how should governance evolve as cities outgrow their administrative skins?
