Walk through any Indian city today and you’ll notice a quiet competition for space. Buildings keep going up, traffic keeps expanding, and the patches of green or open ground left for people to simply be are shrinking. Yet these open spaces, both the familiar ones like neighbourhood parks and the newer experimental kinds like rooftop gardens and revived waterfronts, are what make a city livable. Understanding the different types of urban open spaces helps explain why some cities feel breathable and welcoming while others feel suffocating, and what planners are doing to bring balance back into urban life.

What counts as an open space in a city

An open space is broadly any urban area that is not covered by buildings and is accessible (at least partially) to people for recreation, movement, social interaction, or ecological function. According to the URDPFI guidelines used by Indian planning agencies, the desirable benchmark is around 10-12 square metres of open space per person, though the World Health Organization recommends a minimum of 9 square metres and the UN suggests 30. Most Indian metros fall well below these benchmarks, which is exactly why the typology of open spaces matters: every type performs a different role, and a healthy city needs a mix of them.

Broadly, open spaces are grouped into two families: traditional open spaces, which have been part of formal urban planning for over a century, and innovative open spaces, which have emerged as cities respond to densification, climate stress, and changing community needs.

Traditional open spaces

Traditional open spaces are the recognisable, planned categories you’ll find labelled in city master plans. In Indian cities, the Ministry of Housing and Urban Affairs classifies these into five tiers: local-level parks and playgrounds, community-level parks, district-level parks, sub-city parks and complexes, and forest covers. Each tier serves a specific catchment area and purpose.

Public parks

Public parks are the largest and most multifunctional traditional open spaces. Think of Cubbon Park in Bengaluru or the Lodhi Gardens in Delhi. They serve thousands of users daily, host walking trails, lawns, water bodies, and biodiversity pockets, and often double as cultural venues. Public parks are usually owned and maintained by the municipal corporation or a development authority, and they are designed to be destinations rather than just neighbourhood amenities.

Neighbourhood parks

Neighbourhood parks are smaller and serve the daily needs of residents within walking distance, typically 400 to 800 metres. They are where children meet after school, elderly residents do their evening walks, and families gather on weekends. A good neighbourhood park usually combines lawns, shaded seating, a walking track, and a small play area. Their value lies not in scale but in proximity – a park you can reach in five minutes will be used far more than a large one ten kilometres away.

Playgrounds

Playgrounds are dedicated spaces for active recreation, primarily for children, often attached to schools or located within residential layouts. They include equipment like swings and slides, sand pits, and small fields for informal games. Beyond physical activity, playgrounds are critical for child development, providing the unstructured social interaction that classrooms cannot offer.

Plazas and civic squares

Plazas are paved, hard-surface open spaces typically framed by buildings of civic, religious, or commercial importance. Indian cities have a long tradition of such spaces – the chowks of old Delhi, the maidans of Kolkata, and the temple courtyards of South Indian cities all function as plazas. They are designed for assembly, markets, festivals, and everyday encounter. Modern plazas often combine paving, water features, public art, and seating to support both planned events and spontaneous use.

Innovative open spaces

As Indian cities densified through the 2000s and 2010s, planners realised that traditional categories alone could not meet the demand. Land was scarce, budgets were thin, and communities began experimenting. The result has been a wave of innovative open spaces that often blur the line between public and private, formal and informal, recreational and productive. The National Institute of Urban Affairs has documented many of these in its compendium Transforming Urban Landscape in India, which catalogues 75 exemplary public spaces across categories like waterfronts, streetscapes, transit nodes, adaptive reuse, and tactical urbanism.

Community gardens

Community gardens flip the traditional model on its head: instead of being designed top-down by planners, they are initiated and maintained by residents themselves. A vacant plot, a strip beside a railway line, or a society’s unused corner becomes a shared space where people grow vegetables, herbs, and flowers together. In Mumbai’s Ambedkar Nagar, residents famously converted a two-storey-high dumpsite into a productive community garden, which simultaneously addressed waste, disease, and food access. Community gardens deliver something traditional parks rarely do – they produce food, strengthen neighbourhood ties, and give residents direct ownership of their environment.

Schoolyards as shared spaces

Schoolyards are one of the most underused resources in dense cities. School grounds typically sit locked outside school hours, even though they could function as neighbourhood playgrounds during evenings, weekends, and holidays. Shared-use agreements, where schools open their compounds to the surrounding community under defined rules, are emerging as a low-cost way to multiply the effective open space in a city without acquiring new land. The same logic is being extended to college campuses, government office grounds, and the rooftops of public buildings.

Farmers’ markets

Farmers’ markets transform streets, parking lots, and plazas into temporary open spaces with a specific function: connecting urban consumers directly with producers. They are inherently social – people linger, talk, and learn about food in ways that supermarkets do not allow. The growth of urban farmers’ markets and community-supported agriculture across Indian cities has created hybrid spaces that combine commerce, recreation, and education. A weekend organic market in a residential layout effectively turns a road or a parking area into a temporary plaza, demonstrating that “open space” need not be a fixed geographical category.

Waterfronts

Waterfronts – riverbanks, lakeshores, canals, and seafronts – are among the most exciting open spaces being reimagined today. For decades, many Indian cities turned their backs on their water bodies, treating them as drainage channels or industrial zones. That trend is reversing. The Sabarmati Riverfront in Ahmedabad, the Marina promenade in Chennai, and the ongoing revival of urban lakes in Bengaluru and Hyderabad show how reclaimed waterfronts can serve as linear parks. International examples like Seoul’s Cheonggyecheon Stream restoration demonstrate that even buried, polluted waterways can become signature public spaces. Waterfronts are particularly valuable because they combine recreation with climate resilience, helping manage stormwater and reducing urban heat.

Pop-up parks, pocket parks, and tactical urbanism

Innovation also shows up at very small scales. Pocket parks occupy leftover triangles of land at intersections. Pop-up parks temporarily activate vacant lots with movable furniture, planters, and programming. Tactical urbanism uses paint, bollards, and seating to convert a street into a pedestrian zone for a weekend, testing whether a permanent change would work. These low-cost, reversible interventions allow cities to experiment without committing to expensive permanent infrastructure.

How both types shape urban livability

Whether a space is traditional or innovative matters less than what it does for the city. Together, the two families contribute to urban livability through three connected mechanisms.

Connectivity

Open spaces stitch a city together. Greenways, urban trails, riverfront promenades, and linear parks connect neighbourhoods that would otherwise be separated by traffic-heavy roads. The COVID-19 pandemic made this role obvious: parks, streets, and open grounds suddenly became essential infrastructure for physical and mental health, and cities that had invested in open space networks coped much better. Good connectivity also means equitable access – every resident, regardless of income, should be within a short walk of some kind of usable open space.

Recreation and social life

A diverse open space system serves diverse users. Teenagers want active spaces for sports and informal hangouts. Senior citizens prefer quiet, shaded, walkable areas. Children need safe play zones close to home. Adults look for fitness loops, cultural venues, and places to meet friends. No single type of open space can meet all these needs, which is why a mix – large public parks, small neighbourhood parks, plazas, schoolyards, community gardens, and waterfronts – is far more useful than a few isolated large parks.

Environmental sustainability

Open spaces are the ecological infrastructure of a city. They mitigate the urban heat island effect, manage stormwater, support pollinators, and improve air quality. Community gardens and urban farms add the dimension of local food production, reducing dependence on long supply chains. Restored waterfronts buffer flooding. Even small pocket parks measurably cool their immediate surroundings. As cities face climate stress, the environmental function of open spaces is no longer a “nice to have” – it is a survival requirement.

Why the mix matters in Indian cities

Indian cities are growing faster than their open space provisions can keep up with. Mumbai, for instance, has just over 15 square kilometres of accessible open space for a population of more than 20 million, falling far below the URDPFI benchmark. In this context, relying only on traditional parks is unrealistic – there isn’t enough acquirable land. Innovative open spaces offer a way out: shared schoolyards, rooftop gardens, restored waterfronts, tactical street redesigns, and community-managed plots can multiply the effective open space in a city without requiring large land acquisitions. The future of livable Indian cities likely depends on combining both – protecting and improving the traditional spaces we still have, while aggressively adopting the innovative formats that fit into the gaps.
