India is in the middle of one of the most dramatic urban transformations in human history. Cities are swelling, skylines are changing, and millions are arriving each year in search of opportunity. Yet beneath this rapid growth lies a paradox: India remains predominantly rural, while its cities struggle to keep up with the pace of expansion. Understanding the basic features and patterns of this urbanisation helps explain not just where the country is headed, but the deep inequalities and infrastructural strains shaping urban life today.

The pace and scale of urban growth

According to the 2011 Census, around 31.2% of India’s population lived in urban areas, a sharp rise from just 11% in 1901. Current estimates place the urban share at roughly 35%, or about 470 million people, with projections suggesting it will reach 40-43% by 2036. While the proportion remains lower than countries like China (65%) or Brazil (87%), the absolute numbers are staggering. India’s urban population grew from 2.58 crores in 1901 to 37.71 crores in 2011, a 14-fold increase driven largely by industrialisation and rural-to-urban migration.

What makes 2011 particularly significant is that, for the first time since independence, the absolute increase in urban population exceeded that of the rural population. Approximately 91 million people were added to urban areas between 2001 and 2011, and the number of urban towns jumped from 5,161 to 7,935, partly due to the reclassification of census towns from rural areas.

How urban areas are classified

India distinguishes between two types of urban settlements. A Statutory Town is one officially declared as urban by the state government, with a municipality or corporation. A Census Town, on the other hand, satisfies three demographic criteria set by the Census of India: a minimum population of 5,000, a density of at least 400 persons per square kilometre, and at least 75% of the male working population engaged in non-agricultural pursuits. This distinction matters because many areas that function as urban spaces are still administratively rural, leading to undercounting and inadequate infrastructure investment in densely populated regions.

Basic features of urbanisation in India

Indian urbanisation has several distinct characteristics that set it apart from the experience of other developing economies. These features help explain both its momentum and its problems.

Skewed and uneven urban growth

Urbanisation in India is profoundly uneven, both geographically and structurally. States like Goa, Tamil Nadu, Maharashtra, Gujarat, Karnataka, and Punjab have urban shares well above the national average, while Bihar, Odisha, and Assam remain far below. Goa, with around 62% urban population, sits at one end of the spectrum, while Himachal Pradesh and Bihar remain among the least urbanised. This regional disparity reflects historical patterns of industrial location, agricultural productivity, and state-level policy.

The skew also exists between cities of different sizes. According to research using the rank-size rule, India’s urban system is huge and top-heavy, with Mumbai and Delhi acting as major economic poles. Although cities collectively account for less than one-third of the population, they command more than three-fourths of the country’s GDP, signalling a heavy concentration of resources, employment, and infrastructure in a few centres.

Demographic explosion and migration

Urban growth in India is fuelled by three components: natural population increase, rural-to-urban migration, and the reclassification of rural settlements as urban. While natural increase still contributes significantly, migration plays a powerful role. Importantly, this migration is not driven primarily by the pull of urban prosperity. As scholars have noted, urbanisation in India occurs not due to urban pull but due to rural push – poverty, agrarian distress, lack of education, and inadequate healthcare in villages force people to move.

Migration patterns also show striking gender differences. Analysis of census data consistently shows that for women, marriage rather than employment is the dominant reason for migration, while for men, work and employment drive a majority of rural-to-urban movement. This gendered dimension means migration flows are not purely economic, which limits how responsive they are to labour market changes.

Top-heavy concentration in class I cities

One of the most defining features is the concentration of urban population in Class I cities (those with more than one lakh population). Approximately 70% of India’s urban population is concentrated in just 468 large towns. Smaller and medium-sized towns absorb a disproportionately small share of urban growth, even though they are arguably better suited to balanced regional development. This top-heavy structure has produced a small number of swollen metropolises sitting atop a thin layer of medium towns and a vast rural base.

Impact of rapid urbanisation

The speed and skewed nature of urban growth have produced visible consequences in Indian cities. Infrastructure, governance, and the environment have all struggled to keep up with the influx of people.

The proliferation of slums

Perhaps the most striking outcome is the spread of slums and informal settlements. The 2001 Census recorded a slum population of 42.6 million, about 15% of the urban total. In Mumbai, the financial capital of India, around 42% of the population lives in slums, including Dharavi, one of the largest slum settlements in Asia. These settlements typically develop on marginal lands – along railway tracks, beside drainage channels, or on flood-prone slopes – making residents vulnerable to evictions, disease, and disasters.

Slums persist not just because of poverty, but because they serve crucial functions. They provide affordable housing, informal economic opportunities, and even serve as vote banks in electoral politics. Despite repeated redevelopment schemes, the gap between formal urban planning and the lived reality of millions remains wide.

Strained infrastructure and services

Rapid growth has overwhelmed civic infrastructure across the board. About 70% of the billions of litres of sewage produced in urban centres every day goes untreated, according to a government report. Water shortages have become routine – Chennai famously ran out of water in the summer of 2019, while Delhi residents increasingly depend on tanker deliveries and ever-deeper borewells as groundwater levels fall.

Transport infrastructure is similarly stretched. Commuters in Mumbai routinely travel for hours on overcrowded suburban trains, while Delhi and Bengaluru rank among the most congested cities in the world. Public transport investment, though improving with metro projects, has not kept pace with the explosive growth of vehicles and population.

Environmental degradation

The environmental cost of urban expansion is severe. Every winter, New Delhi is enveloped in toxic smog. A Lancet study cited that air pollution caused nearly 17,500 premature deaths in the capital alone in 2019. Urban sprawl has encroached on wetlands, forests, and water bodies – Chennai’s water crisis, for example, was partly blamed on the loss of natural reservoirs to construction. Solid waste management, noise pollution, and the urban heat island effect compound these problems, turning cities into hotspots of ecological stress.

Urban primacy and involuted urbanisation

Two interconnected concepts help explain why rapid urbanisation in India produces such uneven outcomes: urban primacy and involuted urbanisation.

The problem of urban primacy

Urban primacy refers to a situation where a single city, or a small set of large cities, holds a disproportionately high share of a country’s or state’s urban population and economic activity. In India, this phenomenon is severe in certain states, where one dominant city overshadows the rest of the urban hierarchy. Mumbai and Delhi function as twin poles of the Indian economy, while regional primacy plays out in cities like Bengaluru in Karnataka, Hyderabad in Telangana, and Chennai in Tamil Nadu.

The implications are far-reaching. Primary cities absorb the bulk of investment, foreign direct investment, banking activity, and public services, leaving smaller cities under-resourced. This concentration also amplifies social polarisation. Megacities have become congested, polluted, and unequal, with luxury enclaves often existing within walking distance of severe deprivation. The result is what some scholars describe as a “gridlock” – cities so overburdened that they begin to lose their potential as engines of economic and social change.

Involuted urbanisation

The term involuted urbanisation, popularised by demographer Shekhar Mukherji, describes a situation where cities grow in population without a corresponding growth in productive employment, prosperity, or urban functions. Indian urbanisation is involuted, not evoluted, meaning that poverty-induced migration of illiterate and unskilled labourers into Class I cities produces urban decay rather than urban development. Megacities grow in numbers but not in functional capacity, leading to what some researchers call “urbanisation without urban functional characteristics.”

This pattern explains why simply moving from a village to a city does not automatically translate to improved welfare. Migrants often shift from rural poverty to urban poverty, ending up in slums, informal employment, or precarious daily wage work. The city expands physically and demographically, but its services, housing stock, and economic base do not grow proportionally – leading to what is also termed over-urbanisation or pseudo-urbanisation.

Social conflicts and inequalities

Concentrated urban growth has sharpened social inequalities. Access to basic services like healthcare, education, and transportation varies dramatically across different parts of the same city. Gated communities and luxury malls coexist with slums lacking sanitation, creating spatial segregation along class, caste, and religious lines. Tensions over housing, water, and public space have repeatedly fuelled urban conflicts, while marginalised groups – migrants, slum dwellers, informal workers – often find themselves excluded from formal urban governance.

The road ahead

India’s urban future will be shaped by how it handles these structural imbalances. Redirecting investment to small and medium towns, strengthening the economic base of secondary cities, and modernising urban governance are central to easing the pressure on megacities. Government missions like the Smart Cities Mission, AMRUT, and the Pradhan Mantri Awas Yojana have attempted to address some of these gaps, but the scale of the challenge remains enormous. By 2030, urban India is expected to add nearly 10 million new residents every year – the equivalent of creating a new Mumbai annually. Whether the country can build cities that are inclusive, sustainable, and economically productive will define not just urban life, but the broader trajectory of development.
