Cities are no longer just places where people happen to live; they are the centres around which the future of humanity is being organised. More than half the world’s population already lives in urban areas, and by 2050 nearly seven in ten people will be city dwellers. This shift has given rise to a powerful new idea in policy and academic discussions: the urban future. It refers not just to where cities are headed, but to how they must be reimagined to deliver dignity, opportunity, and sustainability for everyone who calls them home.

Defining the urban future

The concept of an urban future emerged as scholars and policymakers recognised that traditional approaches to city planning were no longer adequate for the scale and speed of change underway. It is a forward-looking framework that asks how cities can be designed, governed, and managed to absorb growing populations while reducing inequality, environmental damage, and exclusion.

The idea gained global momentum with the adoption of the New Urban Agenda at the Habitat III conference in Quito in 2016. The agenda set a global standard for sustainable urban development, providing a roadmap to build cities that function as engines of prosperity while protecting the environment and supporting the Sustainable Development Goals. Its commitments are wide-ranging: basic services for every citizen, equal opportunity without discrimination, cleaner cities through renewable energy and better public transport, and stronger resilience to disasters.

From growing cities to thinking cities

The urban future is not simply about adding more roads, metro lines, or housing blocks. It is about reorienting the very purpose of a city. The World Cities Report 2022 by UN-Habitat, titled Envisaging the Future of Cities, makes this shift explicit. It argues that the global share of city populations doubled from 25 per cent in 1950 to about 50 per cent in 2020, and that well-planned cities must now move beyond reacting to crises towards a state of informed preparedness-anticipating change rather than scrambling to manage it.

Why urban futures matter so deeply today

The urgency of this conversation comes from the speed of change. The country is projected to add over 400 million urban residents by 2050, with the urban population expected to cross 600 million by 2030. By the same year, cities are projected to generate roughly 75 per cent of the national GDP, compared to 63 per cent in 2011. This means the fate of the economy, public health, and the climate is increasingly tied to what happens inside cities.

At the same time, urbanisation is uneven. The World Cities Report notes that small cities with fewer than 250,000 inhabitants already cover almost half of city land in low-income countries, a pattern that will shape coming decades. These smaller settlements often receive less policy attention than megacities but will determine whether sustainable urbanisation succeeds or fails.

Factors shaping the urban future

Three interconnected forces define how an urban future unfolds: social inclusion, climate resilience, and economic productivity. None of them can be addressed in isolation.

Social inclusion

An inclusive city ensures that women, children, older persons, persons with disabilities, migrants, and marginalised communities can access housing, transport, jobs, and public spaces. Globally, nearly 1.1 billion people live in slums or slum-like conditions, with another 2 billion expected in the next three decades. Exclusion at this scale is not just a moral problem; it weakens the productivity and stability of cities themselves. The pandemic exposed this clearly, with informal settlements struggling the most to follow public-health measures.

Climate resilience

Cities occupy only about 3 per cent of the earth’s land but account for roughly 70 per cent of carbon emissions. Floods, heat waves, and air pollution disproportionately affect urban areas, especially their poorest neighbourhoods. Bengaluru’s repeated flooding, Delhi’s persistent air-quality crises, and the rising heat indices across the plains are reminders that climate resilience is now a survival question. The UN warns that by 2040, more than 2 billion urban residents could face an additional temperature rise of at least 0.5°C, with more than a third enduring annual mean temperatures of 29°C or higher.

Economic productivity and opportunity

Cities are where most jobs, innovation, and investment are concentrated. The World Cities Report describes the urban economy as integral to the future of cities, noting that the future of many countries will be determined by the productivity of their urban areas. But productivity that excludes large sections of the population creates an unstable foundation. A sustainable urban future therefore demands economies that produce decent work, support informal workers, and reduce the gap between rich and poor neighbourhoods.

Global frameworks guiding the urban future

Two interlocking international frameworks shape how the urban future is being pursued today.

The 2030 Agenda and SDG 11

The Sustainable Development Goal 11, part of the 2030 Agenda adopted by all UN member states in 2015, commits countries to make cities inclusive, safe, resilient, and sustainable. It includes targets on affordable housing, sustainable transport, participatory planning, cultural heritage, disaster risk reduction, and green public spaces. Importantly, SDG 11 acts as a hub for the broader development agenda; sustainable urban planning influences progress on poverty, health, climate, water, and energy goals at the same time.

The New Urban Agenda

The New Urban Agenda, endorsed by the UN General Assembly in December 2016, provides the operational framework for SDG 11. It calls for paradigm shifts in how cities are planned, financed, and governed, and treats urbanisation as a force that-if managed well-can accelerate sustainable development for both developing and developed countries. UN-Habitat is preparing a 2026 quadrennial report as a mid-term review of progress, ten years after the agenda’s adoption.

The World Cities Report 2022

The World Cities Report 2022 sharpens this vision by laying out three possible scenarios: a high-damage scenario where systems collapse under shocks, a pessimistic business-as-usual scenario where challenges go unaddressed, and an optimistic scenario in which committed action produces equitable, green, and resilient cities. The report stresses that the optimistic scenario will not happen on its own; it requires localising the New Urban Agenda and SDG 11, building economic and social resilience, and adopting an inclusive social contract that includes universal access to housing, healthcare, and basic income protection.

The picture on the ground in developing contexts

For most developing countries, including those across South Asia, Africa, and Latin America, the urban future will be shaped largely by how secondary and intermediate cities evolve. Megacities draw attention, but the bulk of growth is happening in mid-sized cities that often lack the institutional capacity, finance, and skilled human resources to plan well.

National missions have begun to respond. The Smart Cities Mission, launched in 2015 by the Ministry of Housing and Urban Affairs, has been recognised by UN-Habitat as a model for SDG localisation, undertaking over 7,800 projects across 100 cities and directing more than USD 22 billion in investment. Two-thirds of these cities have populations under one million, making the mission particularly relevant for intermediate urban areas. The mission’s three pillars-liveability, economic-ability, and sustainability-are aligned with 15 of the 17 SDGs.

Yet challenges remain. Critics point out that even with 100 cities, the mission reaches only a fraction of the urban population, and that smaller settlements outside its scope continue to face acute shortages in water, housing, sanitation, and transport. Coordination between central, state, and local bodies remains uneven, and questions around the digital divide, environmental impact, and land acquisition persist.

Building blocks of a sustainable urban future

Drawing from global frameworks and practical experience, a few priorities consistently emerge as essential ingredients of a sustainable urban future.

Responsive planning and governance

Cities need planning that is participatory, data-driven, and capable of adapting to demographic and climate shifts. This includes empowering urban local bodies, strengthening municipal finance, and integrating land-use, transport, and housing decisions.

Universal basic services and decent housing

Access to water, sanitation, electricity, healthcare, education, and affordable housing is the foundation of an equitable urban future. Upgrading informal settlements rather than displacing them is increasingly seen as both more humane and more effective.

Green infrastructure and clean mobility

Walkable neighbourhoods, expanded public transport, electric mobility, and well-maintained green public spaces reduce emissions and improve health outcomes. Cities that invest in these now will be far better placed to handle future shocks.

Inclusive technology

Digital tools-from traffic management to citizen-engagement platforms-can make cities more efficient, but only if access is broad and data is used responsibly. A future where technology benefits only middle-class neighbourhoods will deepen, not heal, urban divides.

Opportunities embedded in the challenge

Despite the heavy load of problems, the urban future is also a story of possibility. Cities concentrate talent, capital, and ideas. They can pilot renewable energy, circular economies, inclusive housing models, and nature-based solutions in ways that smaller settlements cannot. The COVID-19 pandemic, while disruptive, also pushed governments to rethink public health, remote work, and the design of public spaces. The push to localise global agendas means that decisions taken at the level of a ward, a corporation, or a small town can directly contribute to global goals.

The most important shift in the concept of the urban future is this: it treats urbanisation not as a problem to be contained, but as a transformative force to be guided. The cities that emerge over the next two decades will be defined less by their size and more by their ability to be fair, green, and prepared.
