India’s cities are growing faster than its systems can manage them. By 2036, urban areas are projected to drive 73% of overall population growth, and by 2050, nearly half of all Indians will live in towns and cities. While urban areas already generate over two-thirds of the country’s GDP, the gap between aspiration and administration is widening. Roads choke, water runs short, landfills overflow, and local governments struggle to keep up. Managing this transition is now one of the most urgent governance challenges of the decade, and the solutions demand a rethink of how cities are financed, planned, and run.

Why managing urbanization is so difficult

Urbanization is not just about more people moving into cities. It is about the simultaneous pressure on housing, transport, water, sanitation, employment, and the environment. Slums now account for nearly a quarter of all urban housing, and in Mumbai, more than half the population lives in slums, often close to employment centres but without basic services. Each of these pressures is interconnected, which means weak performance in one area cascades into the next. Poor solid waste management contaminates water, congested transport worsens air pollution, and unplanned settlements stretch public health systems thin.

Strengthening urban local bodies

Urban Local Bodies, or ULBs, are the first line of city governance. They include municipal corporations for large cities, municipal councils for smaller cities, and nagar panchayats for transitional towns. The 74th Constitutional Amendment Act of 1992 was meant to empower these bodies with the responsibility of preparing city development plans, mobility plans, sanitation plans, and delivering services to citizens. Yet, more than three decades later, ULBs continue to face structural weaknesses that hold cities back.

The financial weakness of ULBs

Most ULBs run on a fragile financial base. They depend heavily on grants from state and central governments, and their own revenue sources, such as property tax, are poorly assessed and inefficiently collected. Weak municipal finances mean that ULBs cannot expand trunk infrastructure like water mains, sewerage lines, and arterial roads at the pace needed by a growing population. Without financial autonomy, even well-intentioned mayors and commissioners cannot deliver on their plans.

Solutions need to focus on broadening the revenue base. This includes GIS-based property tax mapping to capture every taxable building, rationalising user charges for water and sanitation, and tapping the municipal bond market. Under AMRUT, more than 100 cities have issued municipal bonds or improved their credit ratings, which is a sign that creditworthiness can be built where the political will exists.

Governance gaps and overlapping authority

Even when money is available, governance often gets tangled. Water supply may be managed by a state board, transport by a separate parastatal, housing by a development authority, and waste by the municipal corporation. This fragmentation of authority creates coordination gaps and reduces accountability. State governments also frequently encroach on ULB functions by appointing officials or holding back devolved powers, undermining the spirit of the 74th Amendment.

A serious reform agenda would require states to fully devolve the functions listed in the Twelfth Schedule of the Constitution, set up empowered Metropolitan Planning Committees, and clearly define the roles of parastatals so that the city government remains the anchor of urban governance.

Capacity-building and the skills deficit

Indian cities suffer from a chronic shortage of urban planners, civil engineers, financial managers, and data analysts inside ULBs. The experience of the Jawaharlal Nehru National Urban Renewal Mission showed that lack of capacity at the local level was a major constraint in planning and implementing projects. Capacity-building must therefore go beyond short training programmes. It needs a dedicated cadre of urban management professionals, lateral entry of private sector talent, partnerships with planning institutes, and continuous upskilling in areas like GIS, climate-resilient design, and e-governance.

Citizen engagement is the other side of capacity. Cities like Pune and Ahmedabad have experimented with participatory budgeting, where residents directly influence how local funds are spent. Strengthening ward committees and area sabhas, as envisaged by the 74th Amendment, would push decision-making closer to where service delivery actually happens.

Improving infrastructure and sustainability

Infrastructure is where most citizens experience the success or failure of urbanization. Tap water that flows for an hour a day, sewers that overflow during monsoons, potholed roads, and erratic electricity define daily life in many cities. National missions like the Atal Mission for Rejuvenation and Urban Transformation, the Smart Cities Mission, and Pradhan Mantri Awas Yojana – Urban were launched in 2015 to close these gaps, and AMRUT 2.0 has since expanded the focus on water security and sewerage.

Provision of essential services

Universal coverage of piped water, sewerage, and solid waste management is the foundation of a functional city. AMRUT 1.0 alone added around 189 lakh tap water connections and 1.49 crore sewer connections, but the demand still outpaces supply. To make essential services sustainable, cities need a shift from one-time project funding to long-term operation and maintenance plans, with cost recovery built into the design.

Public-private partnerships and financing

Most city governments cannot fund large infrastructure projects from their own balance sheets. Public-private partnerships, or PPPs, are therefore central to urban transformation. AMRUT and the Smart Cities Mission both rely on the PPP model to bring in private investment and expertise, especially in water supply, waste management, urban transport, and affordable housing. AMRUT 2.0 has a financial outlay of about INR 2.77 lakh crore, drawing from central, state, and ULB sources, along with PPP and value-capture financing.

For PPPs to succeed, contracts need to be designed carefully. Risks must be allocated to the party best able to manage them, tariffs should be transparent, and dispute resolution must be quick. Without these safeguards, PPPs can collapse mid-way and leave citizens worse off than before.

Integrating economic and spatial planning

Indian cities have grown in patches, with industrial estates, residential colonies, and informal markets emerging wherever land becomes available. Master plans are often outdated by the time they are notified. Rational urban development requires integration of economic and spatial planning at the regional level, so that housing is built where jobs are, transport corridors anticipate growth, and metropolitan areas are decongested through satellite towns. Modernising land records, titling systems, and digitising development control regulations are essential preconditions for this integration.

Addressing environmental concerns

The environmental cost of unmanaged urbanization is most visible in air, water, and waste. Of the 50 most polluted cities in the world, 35 are in India, and road transport alone accounts for 20 to 30 per cent of urban air pollution. This is no longer an environmental problem alone, it is a public health emergency.

Pollution control

India shifted from BS-IV to BS-VI emission standards in a single leap in 2020, which is a significant regulatory achievement. But emissions standards on new vehicles are only part of the answer. Cities need source-apportionment studies to identify the actual contributors to local air pollution, whether it is construction dust, biomass burning, industrial emissions, or vehicles. Delhi’s Graded Response Action Plan, Indore’s dust-control programme, and Gujarat’s emission trading scheme show that locally tailored interventions can deliver measurable results.

Transport efficiency and sustainable mobility

Sustainable transport is the single most powerful lever a city has to cut emissions, reduce congestion, and improve public health. The growing dominance of private vehicles is straining urban infrastructure, and vehicular emissions are a major contributor to the air pollution crisis. The way forward is a deliberate shift to mass transit, including metro rail, electric bus fleets, suburban rail, and high-quality bus rapid transit. Dedicated cycling lanes and walkable footpaths must be treated as core infrastructure, not as cosmetic add-ons. Electrification of public transport, last-mile connectivity, and integrated multimodal ticketing can together transform how Indians move.

Energy conservation and urban greening

Cities consume the bulk of India’s electricity and contribute disproportionately to greenhouse gas emissions. Energy conservation in urban areas needs to address buildings, street lighting, water pumping, and public infrastructure. The Energy Conservation Building Code, retrofitting of municipal buildings with LED lighting, rooftop solar mandates, and smart metering can together reduce both costs and emissions. AMRUT has also supported the creation of around 2,994 parks and 6,869 acres of green space, which help cool city microclimates, absorb pollutants, and support mental wellbeing. Urban forests, green corridors, and the rejuvenation of urban water bodies are no longer optional, they are essential to climate resilience.

The way forward

Managing urbanization is not a single problem with a single solution. It is a long chain of reforms that must work together. Stronger ULBs with healthy finances and trained staff can plan better. Better plans can attract credible PPPs. Credible PPPs can deliver infrastructure that is both inclusive and sustainable. Sustainable infrastructure, in turn, reduces pollution, conserves energy, and improves quality of life. The missing ingredient in most cities is not a lack of policy, but the consistency to follow through over decades, across political cycles. With over half of India’s population expected to live in cities within a generation, the cost of inaction is rising every year.
