India’s population story over the past century is a fascinating mix of tragedy, triumph, and transformation. From famines and pandemics that erased entire generations to the post-independence baby boom and the slow climb toward population stabilisation, the country’s demographic journey can be neatly divided into four distinct phases. Understanding these phases helps explain why India is what it is today, a young nation of over 1.4 billion people that is now on the cusp of a fertility plateau.

What is demographic transition?
Before jumping into the phases, it helps to know what demographers mean by “demographic transition.” It is a model that describes how societies move from a state of high birth rates and high death rates to one of low birth rates and low death rates as they modernise. The gap between the two rates determines how fast a population grows. India’s transition broadly follows this classical pattern, but with its own distinct twists shaped by colonialism, partition, public health interventions, and policy.
Indian demographers usually divide the country’s transition since the first modern census into four phases. The framework is widely used in academic texts and is reflected in analyses of India’s census data as well as change-point studies of population trends from 1856 to 2011.
Phase I (1901-1921): The stagnant population phase
The first two decades of the 20th century are often called the period of stagnant or stationary growth. Population in 1901 stood at around 238 million and inched up to just 251 million by 1921, a meagre rise of about 5.4% over twenty years. The decade between 1911 and 1921 actually recorded a negative growth rate of around 0.31%, making it the only census period in modern Indian history when the population shrank.
Why did the population not grow?
Both birth and death rates were extremely high, hovering around 48 and 47 per 1000 respectively. The result was near-zero natural increase. Several brutal forces kept death rates pinned at the top.
The 1918 influenza pandemic, also called the Spanish Flu, was the single biggest killer. According to data from the Sanitary Commissioner’s reports, the death toll in British-ruled districts alone was around 13.88 million, with some estimates placing the total figure as high as 18 million. The virus broke out in Bombay in June 1918, possibly arriving with troops returning from the First World War, and spread inland through India’s rail network within weeks. As Gateway House notes, this remains the highest and fastest death rate ever recorded for any epidemic in India’s history.
Alongside influenza, recurrent famines caused by drought and inadequate irrigation, bubonic plague, cholera, and malaria killed millions more. Add to this the economic strain of the First World War and the absence of any meaningful public health infrastructure under the colonial administration, and the picture becomes clear: India in this phase was firmly stuck in what classical demographers call the “high stationary stage.”
Phase II (1921-1951): Steady growth
The year 1921 is treated as the great divide in Indian demographic history because it marks the beginning of sustained population growth. Between 1921 and 1951, the population grew from about 251 million to 361 million, a much steadier rise than before.
What changed?
Death rates began to fall, but birth rates stayed high. This is the classic recipe for accelerating population growth. The crude death rate declined because of slow but real improvements in public health, sanitation, and famine relief. Mass vaccination drives against smallpox, the gradual control of plague and cholera through better sewage systems, and the expansion of railways made food distribution during regional shortages more efficient. Analysis published by Oxford highlights how mortality decline preceded fertility decline by several decades, creating a widening gap.
This phase is impressive when you consider the backdrop, the Great Depression of the 1930s, the Second World War, the catastrophic Bengal Famine of 1943 that killed an estimated 2-3 million people, and the violent partition of 1947. Despite all this, the population kept rising because the underlying death rate was finally on a downward trajectory. The average annual growth rate inched up from 1.04% in 1921-31 to 1.25% in 1941-51.
Phase III (1951-1981): Rapid growth or the population explosion
This is the phase every Indian textbook calls the population explosion. Between 1951 and 1981, the population nearly doubled, going from 361 million to 683 million. The annual exponential growth rate peaked at 2.22% during 1961-71, the highest ever recorded in Indian history.
Why did the explosion happen?
Independence in 1947 brought with it a wave of changes that drastically reduced mortality. Antibiotics, DDT spraying to control malaria, mass vaccination programmes, and the rapid expansion of primary healthcare centres meant fewer people, especially children, were dying. Life expectancy, which was under 32 years in 1947, climbed steadily through this period.
But birth rates barely budged. Most Indians still lived in rural areas, female literacy was very low, marriage happened early, and large families were the cultural norm, particularly given high infant mortality and the need for agricultural labour. The mismatch between falling deaths and stubbornly high births produced the explosion.
The policy response
India was acutely aware of the problem. In fact, according to the National Health Mission, India was the first country in the world to launch a National Programme for Family Planning, way back in 1952. Initial efforts focused on a clinic-based approach, distributing contraceptives and educating couples about family size. The programme was scaled up significantly in the 1960s, and a separate Department of Family Planning was established in 1966.
The most controversial chapter came during the Emergency (1975-77), when forced sterilisation drives were conducted. The backlash was severe, and the programme was rebranded as the Family Welfare Programme in 1977 with a voluntary, persuasive approach. Despite the early stumbles, these efforts laid the groundwork for the fertility decline that would define the next phase.
Phase IV (1981-2011): Declining growth
From 1981 onwards, India entered what demographers call the high growth with definite signs of slowing down stage. The population still grew in absolute numbers, climbing from 683 million in 1981 to 1.21 billion in 2011, but the rate of growth steadily fell. Annual growth declined from about 2.16% in 1981-91 to 1.97% in 1991-2001 and further to 1.64% in 2001-11. Recent estimates suggest growth had dropped to around 0.89% by 2023.
Why is growth slowing?
The single biggest driver is the fall in the Total Fertility Rate (TFR), the average number of children a woman is expected to have during her lifetime. According to the Ministry of Health and Family Welfare, TFR has dropped from roughly 6.0 in the 1950s to 2.0 as per SRS 2020, which is below the replacement level of 2.1.
Several social and economic forces converged to push TFR down:
Female education: As more girls stayed in school longer, the age at marriage rose and women began making more autonomous reproductive choices.
Urbanisation: City living changed the calculus of family size. Children became expensive rather than economic assets.
Better contraceptive access: A wider basket of methods became available through public health centres and ASHAs at the grassroots.
Falling infant mortality: When parents are confident their children will survive, they tend to have fewer of them.
Changing aspirations: The small family norm became culturally accepted. According to NFHS-5, the wanted fertility rate for India is just 1.6, and awareness of contraception is nearly universal at 98.8%.
The 2011 census, in fact, showed the steepest decline in decadal growth rate in independent India’s history, a milestone that suggests population stabilisation is genuinely within reach. As official government data shows, 24 states and union territories had already achieved replacement-level fertility by then.
Where is India headed next?
India’s transition is not yet complete. The country has moved from Stage 1 (high stationary) through Stage 2 (population explosion) and is now somewhere between Stage 3 (declining growth) and Stage 4 (low stationary). UN projections cited in Oxford’s public health encyclopedia suggest India’s population will peak at about 1.65 billion around 2061 before slowly declining toward 1.44 billion by 2100.
The story is also not uniform across the country. Southern states like Kerala and Tamil Nadu reached replacement-level fertility decades ago, while Bihar, Uttar Pradesh, and Jharkhand still have TFRs above 2.1. This regional divergence will shape India’s demographic dividend, ageing patterns, and internal migration in the decades ahead.
