India crossing the 1.4 billion mark and overtaking China as the world’s most populous country in 2023 was not a sudden event. It was the culmination of a story that stretches back thousands of years, through ancient cities, medieval empires, colonial famines, and modern public health revolutions. To understand where India stands today, it helps to look at how scholars have pieced together this long demographic journey using archaeological evidence, scattered historical records, and over 150 years of formal census data.

Reconstructing India’s population from prehistory

Long before the first census was ever conducted, scholars had to rely on indirect evidence to estimate how many people lived on the Indian subcontinent. The most ambitious recent attempt at this reconstruction comes from demographer Tim Dyson, Professor of Population Studies at the London School of Economics. His 2018 work, A Population History of India: From the First Modern People to the Present Day, traces the subcontinent’s population from the arrival of homo sapiens roughly 70,000 years ago to the present.

The Indus Valley and early settlements

Dyson estimates that the Indus Valley (Harappan) Civilization, which flourished around 3300 to 1300 BCE, supported a population of roughly four to six million people. This was a remarkable concentration for the time, supported by sophisticated urban planning at sites like Mohenjo-daro and Harappa, advanced agricultural practices, and trade networks that stretched as far as Mesopotamia.

After the decline of the Harappan civilization, population centres shifted eastward toward the Gangetic plain. By the beginning of the Common Era, Dyson places India’s population at approximately 35 million, supported by the spread of iron tools, intensive paddy cultivation, and the emergence of large kingdoms.

Medieval and Mughal periods

The next major demographic phase coincided with the Delhi Sultanate and the Mughal Empire. For much of the period between 1000 CE and 1750 CE, the subcontinent’s population is believed to have hovered between 100 and 175 million. Growth was slow and uneven, repeatedly checked by famines, epidemics, and warfare.

The Mughal era nonetheless saw significant urbanisation. Under Akbar in 1600, the empire’s urban population was around 17 million, larger than the urban population of Europe at the time. Cities like Agra and Dhaka swelled to extraordinary sizes, with Dhaka alone reportedly housing over a million people by the late Mughal period.

Colonial estimates and modern growth

By 1800, Dyson estimates India’s population at around 187 million, growing to 389 million by 1941. The colonial period was marked by devastating famines, including the Bengal famine of 1769-1770 and the 1943 Bengal famine, both of which caused massive mortality. Dyson’s careful work pushes back against some of the more extreme historical claims, suggesting, for instance, that the often-cited figure of 10 million deaths in the 1769-1770 Bengal famine is significantly inflated.

The story of the Indian census

Population estimates before 1872 were essentially educated guesses. Everything changed when British colonial administrators began the first systematic enumeration of the subcontinent. The story of the Indian census is, in many ways, the story of how India became legible to its rulers and, later, to itself.

The first census of 1872

The first all-India census was undertaken in 1872 under Viceroy Lord Mayo. However, this was not the modern, standardised exercise we know today. According to a detailed history of the census in British India, the 1872 effort was non-synchronous, meaning enumeration happened at different times in different provinces between 1867 and 1872. It also did not uniformly cover the princely states. Methods varied widely, and the results were considered fragmentary and patchy.

Even so, the 1872 census produced startling findings. In Bengal, for example, supervisors found that the population was far greater than colonial administrators had assumed, with one official noting that it had “risen in one day” from 42 to 67 million on paper.

The first synchronous census in 1881

The exercise was overhauled less than a decade later. The 1881 census, conducted under Viceroy Lord Ripon with W. C. Plowden as Census Commissioner, was carried out on a single reference date – 17 February 1881 – across most of British India and the princely states. It introduced uniform schedules and methods and provided the first comprehensive baseline for population size, sex ratio, age, literacy, religion, caste, language, and occupation. This is widely recognised as the start of India’s unbroken decennial census tradition.

From 1881 onwards, the census was conducted every ten years without interruption – even during the Second World War, when the 1941 census was carried out despite severe operational constraints. The 1931 census is particularly notable because it was the last to record caste data for all communities, a methodological choice whose consequences continue to shape political debate today.

The independent Indian census

The first census of independent India was conducted in 1951, under the Census of India Act, 1948, which still governs the exercise. The population was counted at 361 million, with literacy at just 18% and life expectancy around 32 years. Each subsequent decennial census – 1961, 1971, 1981, 1991, 2001, and 2011 – has documented dramatic transformations: rising literacy, falling mortality, growing urbanisation, and a population that crossed the billion mark by 2001.

The 2011 census, the 15th in the continuous series, was significant for being the first to collect biometric information. It enumerated 1.21 billion people across 28 states and 8 union territories, deploying around 2.7 million enumerators in one of the largest peacetime administrative exercises in human history.

The COVID-19 disruption and the 2027 census

The census scheduled for 2021 was indefinitely postponed due to the COVID-19 pandemic. This was, in fact, the first time India’s decennial census had been disrupted since 1872. The government has now confirmed through a Press Information Bureau notification that the 16th census will be conducted in two phases, with a reference date of 1 March 2027 for most of the country and 1 October 2026 for snow-bound regions including Ladakh, Himachal Pradesh, Uttarakhand, and parts of Jammu and Kashmir.

The upcoming census will introduce several firsts. According to reporting on Census 2027, it will be India’s first fully digital census, with enumerators using smartphones loaded with census software and households given the option of self-enumeration through an online portal. It will also include comprehensive caste enumeration for all communities – the first such exercise since 1931 – and is expected to be the basis for the long-delayed delimitation of Lok Sabha constituencies and the implementation of women’s reservation in legislatures.

India’s share of global population: a long historical view

One of the most striking aspects of India’s demographic history is how consistently large its share of humanity has been. Unlike many other regions, India has been a major population centre for millennia, not just in recent decades.

The 19th century baseline

In 1800, India represented roughly 20% of the world’s total population, with an estimated 187 million people out of a global total of about 950 million. Several factors sustained this concentration: the fertile river valleys of the Ganges, Indus, and peninsular rivers supported dense agrarian populations; the subcontinent maintained substantial urban centres; and despite political upheaval, many regions saw relative demographic stability.

The 20th century dip and rebound

India’s share of the global population dipped slightly through the late 19th and early 20th centuries, partly because Europe and the Americas were experiencing rapid population growth driven by industrialisation and immigration. According to long-run data on India’s share of world population, the figure stood at around 14.5% in 1960 – its lowest in modern times – before steadily climbing again as mortality fell sharply across rural India.

By 2014, India’s share had reached 17.97%, and it has remained close to 17.9% through 2023. The post-independence rebound was driven primarily by improvements in public health, mass vaccination, the Green Revolution, and the eradication of major epidemic diseases like smallpox.

The 2023 milestone

In April 2023, India officially overtook China to become the world’s most populous country. The UNFPA World Population Dashboard placed India’s population at slightly over 1.428 billion at that point. According to Pew Research analysis of UN data, India’s population is projected to continue growing until around 2064, when it is expected to peak at approximately 1.7 billion before beginning a slow decline.

There is a sobering dimension to this scale. India accounts for nearly 17% of the world’s population on just 2.2% of the world’s land mass, a ratio that frames much of the contemporary debate around resources, employment, urban planning, and environmental sustainability.

Why this long view matters

Looking at India’s population through a 5,000-year lens reveals patterns that single-decade snapshots miss. Population growth has been neither smooth nor inevitable. It has been shaped by climate, agriculture, technology, governance, and catastrophe. Pre-modern India saw centuries of demographic stagnation interrupted by sharp shocks. Colonial India experienced both reduced warfare and devastating famines. Independent India has navigated the classic demographic transition from high birth and death rates to declining fertility and rising life expectancy.

The upcoming 2027 census will produce the empirical foundation for the next decade of policy on everything from welfare targeting to electoral representation. Reading its results against this long historical backdrop will be essential for anyone trying to understand where India is headed.
