For most of human history, having children was simply what adults did once they got married. But somewhere around the 1960s, families in Western Europe began behaving in ways that demographers had never quite seen before. Couples started living together without marrying, women postponed motherhood into their thirties, and birth rates fell well below the level needed to replace each generation. To explain this puzzling shift, two scholars proposed a bold new framework called the Second Demographic Transition (SDT), an idea that continues to shape how we read fertility patterns across the world today, including in Asia and India.

What is the Second Demographic Transition?

The term Second Demographic Transition was coined in 1986 by Belgian demographer Ron Lesthaeghe and his Dutch colleague Dirk van de Kaa in a Dutch-language essay titled, with characteristic caution, “A second demographic transition?”. They argued that the classical demographic transition – which had explained how societies moved from high birth and death rates to low ones – could not account for what was happening in Europe from the late 1960s onwards. Fertility was no longer settling at the replacement level of about 2.1 children per woman. It was dropping below it and staying there.

The First Demographic Transition was driven mainly by altruism toward children. Parents wanted fewer children so that they could invest more in each one. The SDT, in contrast, is driven by what Lesthaeghe and van de Kaa called “higher-order needs”: self-actualisation, individual autonomy, expressive freedom, and gender equality. As Lesthaeghe later summarised, the SDT predicted sustained sub-replacement fertility, a multitude of living arrangements other than marriage, a disconnection between marriage and procreation, and no stationary population.

The cultural shift behind the numbers

The 1960s saw a wave of cultural change in the West. Authority of every kind – religious, political, parental – was being questioned. Contraceptive technology, especially the pill, gave women unprecedented control over their reproductive lives. Higher education expanded, women entered the workforce in large numbers, and post-materialist values, as the political scientist Ronald Inglehart described them, gained ground. Family life stopped being a given and became a choice, something to design rather than inherit.

Key features of the Second Demographic Transition

Although the SDT is fundamentally a theory of value change, it produces a set of demographic signatures that are easy to spot in census and survey data.

Sub-replacement fertility as the new normal

The most visible feature of the SDT is that the total fertility rate (TFR) falls below 2.1 children per woman and stays there. Lesthaeghe and van de Kaa argued that this would not be a temporary dip but a structural” sub-replacement fertility sustained by cultural change rather than economic crisis. Countries such as Italy, Spain, Germany, Japan and South Korea have spent decades with fertility well below replacement, validating that prediction.

Postponement of marriage and parenthood

A second signature is delay. Young adults postpone marriage and first births to pursue education, careers, travel, and personal exploration. The mean age at first birth in many European countries is now well above 30. This tempo effect alone can push the TFR sharply downward, even if eventual completed family size does not fall as much.

Rise of cohabitation and non-marital births

The SDT predicts a sharp rise in unmarried couples living together, often as a long-term alternative to marriage rather than a brief prelude. In countries like Sweden, France and the Netherlands, a large share of children are now born outside marriage. As scholars studying family change have noted, postponement of first marriage, rising cohabitation, declining fertility, and the decoupling of marriage and childbearing form the classic SDT bundle.

Diverse living arrangements

Marriage stops being the only acceptable adult arrangement. Single living, same-sex partnerships, voluntary childlessness, lone parenthood by choice, and “living apart together” all become recognised options. Divorce becomes more common and less stigmatised.

Migration and multicultural population growth

Because native fertility is low, population growth (or even stability) in SDT countries increasingly depends on immigration. This produces multicultural societies where new ethnic and religious groups reshape the demographic profile. Germany, the United Kingdom and Canada are textbook cases where migration has kept populations from shrinking.

How the SDT differs from the First Demographic Transition

It helps to set the two transitions side by side. In the First Demographic Transition, fertility decline happened within marriage, the family institution actually grew stronger, divorce was rare, and the goal was investing more in fewer children. In the Second, marriage itself weakens, cohabitation and divorce rise, childbearing is decoupled from marriage, and the goal is realising personal aspirations rather than maximising child outcomes. As van de Kaa and Lesthaeghe themselves put it, while the first transition strengthened the family, the second weakened it.

This is why simply having a low TFR is not enough to qualify a country as being in the SDT. If parents are limiting fertility primarily in the interests of their already-born children, that is still the logic of the First Transition. The SDT begins only when adults postpone or forgo childbearing because they want to realise other goals first, in their own interest.

Does the Second Demographic Transition apply to India?

This is where the theory gets really interesting for students of Indian demography. India has reached the demographic destination predicted by the SDT – sub-replacement fertility – but it has taken a very different road to get there.

India’s fertility numbers

According to the fifth round of the National Family Health Survey (NFHS-5) conducted in 2019-21, India’s TFR has declined to 2.0 children per woman, down from 2.2 in NFHS-4. That is just below the replacement level of 2.1. Urban India has a TFR of only 1.6 while rural India sits at 2.1, and only a handful of states – Bihar, Meghalaya, Uttar Pradesh, Jharkhand and Manipur – still record TFRs above replacement. Southern states such as Andhra Pradesh, Tamil Nadu, Kerala and Karnataka crossed below replacement years ago.

But the other SDT features are largely missing

Here is the catch. The SDT is not just about low fertility; it is about an entire bundle of behaviours and values. On those, India looks very different from Europe. As demographer P. M. Kulkarni argues in his analysis of India’s date with the SDT, marriage in India remains nearly universal, divorce rates are negligible, cohabitation is rare, and voluntary childlessness is uncommon outside a few metropolitan pockets. Caste, kinship and community continue to exert powerful control over marriage decisions and gender roles.

Studies confirm that India’s transition to low fertility has occurred with only small changes in the proportion of women who marry, in age at first marriage, and in age at first birth. Instead, women are reaching low fertility by shortening their childbearing careers, often through female sterilisation after one or two children. This is a fertility regime driven by the rising cost of educating and raising children – particularly in the urban middle class – rather than by a wholesale embrace of individualism and self-actualisation.

In other words, India is producing the demographic outputs the SDT predicts without the cultural inputs the theory specifies. It looks more like a continuation of the First Demographic Transition, with parents limiting fertility in the interest of their existing children, than a true SDT.

Criticisms of the Second Demographic Transition theory

The SDT has been one of the most influential frameworks in contemporary demography, but it has also drawn serious criticism.

A Eurocentric framework?

The most common critique is that the SDT was built on a small set of Northern and Western European cases and may not travel well. Critics argue that the close link between cohabitation and fertility postponement seen in Europe was not observed in East Asia and Latin America, even though those regions also reached very low fertility. If the same low TFR can be produced by very different cultural pathways, then individualism and self-actualisation cannot be the universal engine the theory claims.

Overstated cultural change

Some scholars argue that the SDT overstates the role of values and underplays economic constraints. In countries like Italy, Spain, Japan and South Korea, very low fertility seems driven less by post-materialist liberation and more by job insecurity, unaffordable housing, and persistent gender inequality at home. Young adults may want children but feel unable to afford them.

Not always irreversible

Lesthaeghe and van de Kaa originally suggested the SDT shifts were irreversible. Yet some Nordic countries, after years of relatively high fertility, have seen sharp declines in the 2010s, while others have shown unexpected upticks. As a global update on the SDT notes, the optimistic predictions of sustained fertility rises were based mostly on data prior to 2010, with too much weight given to a few Nordic countries.

The SDT in Asia: a 21st-century challenge

Asia complicates the SDT story in fascinating ways. Japan, South Korea, Taiwan and Singapore have some of the lowest fertility rates in the world, but for decades they showed little of the cohabitation, non-marital childbearing or individualistic family forms the SDT predicts. More recently, however, urban China, Japan and Korea have begun showing rising singlehood, delayed marriage, and modest but real increases in cohabitation. Lesthaeghe himself has argued that elements of the SDT are now appearing across Asia, though the sub-patterns differ from country to country.

Indonesia is another interesting case. Research suggests it shows emerging SDT features alongside an ethics revolution in which values are shifting from social orientation to self-actualisation, with a rising emphasis on individual rights over community needs.

For India, the question is whether sustained urbanisation, expanding higher education for women, delayed marriage in metropolitan areas, and changing attitudes among Gen Z will eventually produce SDT-style outcomes, or whether the gravitational pull of family, caste and community will keep India on a distinct path. The smart bet for now is that India will continue to look like a hybrid – sub-replacement fertility in many states, but anchored by near-universal arranged marriage and strong kinship ties.

Why the SDT matters for policy and society

Whether or not India fully enters the SDT, the trends raise practical questions. Below-replacement fertility means an ageing population, a shrinking workforce, and pressure on pension and health systems. It also reshapes gender expectations, housing markets, and education planning. Understanding which features of the SDT apply to India and which do not helps governments and researchers design policies – for elderly care, women’s workforce participation, and reproductive rights – that fit local realities rather than imported templates.
