East Asia has witnessed one of the most rapid and dramatic fertility declines in human history. Within the span of a single generation, countries like Japan, South Korea, and Taiwan moved from post-war baby booms to what demographers now call “ultra-low fertility.” Today, the region holds the unenviable record of the lowest birth rates on the planet, with profound consequences for economies, labour markets, families, and the very structure of society. Understanding how this transition unfolded-and why it is now so difficult to reverse-is essential for anyone studying population dynamics.

From baby boom to baby bust: a snapshot of the decline

In the years immediately following World War II, East Asian countries looked very different demographically. Japan recorded a total fertility rate (TFR) of around 4.5 children per woman in the late 1940s, while South Korea’s TFR stood at roughly 6.0 in 1960. By the early 1980s, however, South Korea had already crossed below the replacement level of 2.1, and Taiwan followed a similar trajectory soon after.

What makes East Asia’s transition remarkable is its sheer speed. According to research published by the East-West Center, South Korea completed its fertility transition in just 24 years and Taiwan in 26 years, compared with nearly a century in Europe and North America. The decline did not stop at replacement level. By the mid-2000s, the region had entered the territory of “ultra-low fertility”-a TFR below 1.3.

The numbers today

The latest figures paint an extraordinary picture. Japan’s TFR has fallen to 1.20, Taiwan’s to 0.87, Hong Kong’s to 0.75, and South Korea’s to 0.72-the lowest in the world. South Korea’s rate rose marginally to 0.75 in 2024, the first uptick in nearly a decade, but it remains far below the 2.1 threshold required for population stability. To put this in perspective, at a fertility rate of 0.72, every 100 South Koreans would produce only about 36 children in the next generation, dramatically shrinking the workforce within a few decades.

What drove the fertility decline?

The East Asian fertility transition was not the result of any single cause. It was driven by a powerful combination of economic, social, and cultural transformations that reinforced one another, each shrinking the appeal-or the feasibility-of large families.

Rapid economic growth and urbanisation

The post-war decades saw East Asia transform from agricultural economies into industrial powerhouses. As people moved from farms to cities, the economic logic of having many children shifted. In rural settings, children contributed to household labour. In urban settings, they became long-term financial commitments, requiring housing, schooling, and tutoring. Housing costs, especially in mega-cities like Seoul, Tokyo, and Taipei, became a major deterrent to expanding families.

The expansion of female education

Few factors correlate more strongly with fertility decline than rising female education. As women gained access to secondary and higher education in unprecedented numbers, they delayed marriage and childbearing, pursued careers, and gained greater autonomy over reproductive decisions. The “postponement transition”-where women marry and have children at later ages-temporarily pushed TFRs to historic lows, including 1.08 in Korea in 2005, 1.26 in Japan in 2006, and 0.9 in Taiwan in 2010.

The intense educational competition in East Asia, sometimes called “education fever,” has also raised the perceived cost of raising even one child. Parents feel compelled to invest heavily in private tutoring, exam preparation, and extracurricular activities, making each additional child financially daunting.

Increased access to contraception and family planning

State-led family planning campaigns played an important role in the early decades of the transition. South Korea, Taiwan, and Japan all implemented programmes that expanded access to modern contraception, normalised smaller families, and encouraged delayed childbearing. These programmes succeeded so completely that they helped institutionalise the small-family norm-an outcome that has proven extremely difficult to reverse.

Changing gender norms and workplace realities

Despite progress in education and employment, East Asian workplaces and households have lagged in adapting to gender equality. As researchers have observed, fertility rates are especially low in countries where women have strong access to education, employment, and contraception, yet continue to face deep gender inequality. In South Korea, women perform far more unpaid caregiving than men, and motherhood often comes with career penalties. Many women now view marriage and motherhood as incompatible with their professional aspirations.

Japan’s struggle to reverse the trend

Japan was the first East Asian country to confront ultra-low fertility, and its experience offers important lessons about both the possibilities and limits of policy intervention. Japan’s population began to decline in 2009, and it has since been wrestling with rapid ageing alongside a shrinking workforce.

The policy toolkit

Successive Japanese governments have introduced a wide-ranging set of pronatalist measures. These include cash allowances for children, expanded parental leave, subsidised childcare, and reforms aimed at improving work-life balance. Japan’s Child Future Strategy includes increased child allowances-rising to ยฅ30,000 per child for third and subsequent children through high school-tuition-free university education, 100% parental leave subsidies for dual-income households, and enhanced paternity leave benefits from fiscal 2025.

Why the results are modest

Despite these efforts, Japan’s TFR has barely budged. Public spending on family benefits in Japan remains under 1% of GDP, compared with over 1.3% in countries like Australia, France, and Hungary. A 2025 Bayesian analysis suggested that under current policies, Japan has only a 12% likelihood of reversing its fertility decline by 2030, but if it scaled cash benefits to French or Australian levels, this probability could rise to 69-79%.

The deeper issue is structural. Cash incentives can ease the immediate financial burden of having children, but they cannot easily change workplace cultures, urban housing markets, gender norms, or the cultural emphasis on intensive parenting. Social policy has moved forward in positive ways through parental leave and childcare reform, but workplace cultures have yet to follow suit, and slow changes in gender norms continue to shape the realities facing couples considering marriage and childbearing.

South Korea and Taiwan: similar paths, similar struggles

South Korea has taken its demographic challenge to an even higher pitch. In June 2024, the South Korean government declared a “Population National Crisis” and announced plans to establish a Ministry for Population Strategy and Planning. Seoul has rolled out generous baby bonuses, housing welfare programmes, IVF subsidies, and parental leave packages. Despite spending over $270 billion on incentives over 16 years, the fertility rate continued to fall until its tiny uptick in 2024.

Taiwan tells a similar story. After decades of decline, its TFR has hovered below 1.0 in recent years, with population contraction now underway. Both societies face the same structural challenges: long working hours, expensive housing in metropolitan areas, weak gender equality at home, and a cultural model of parenting that demands enormous investment per child.

The consequences of ultra-low fertility

The implications of East Asia’s fertility transition extend well beyond birth statistics. The most immediate consequence is rapid population ageing. By 2050, the share of adults aged 65 and above is expected to reach 30.1% in China and 39.4% in South Korea. This shifts an enormous burden onto a shrinking working-age population, straining pension systems, healthcare, and elder care services.

Other consequences include shrinking labour forces, slower economic growth, deserted rural villages, school closures, and difficult fiscal trade-offs. There is also a social dimension: with fewer children and more elderly, caregiving responsibilities fall disproportionately on women, reinforcing the very gender imbalances that helped drive fertility down in the first place.

Lessons for other societies, including India

India is now the world’s most populous nation, but its own fertility rate has fallen to around 2.0-just below replacement level. While India’s demographic situation is very different, East Asia’s experience offers two cautionary lessons. First, fertility decline can move much faster than policymakers expect, especially when economic growth, female education, and urbanisation align. Second, once a small-family norm becomes embedded in culture, reversing it through cash incentives alone is extraordinarily difficult. Investments in gender equality, affordable housing, work-life balance, and accessible childcare may matter far more in the long run than baby bonuses.
