Southeast Asia presents one of the most fascinating demographic stories of the 21st century. In just two generations, countries across this region have moved from having families of five to seven children to barely replacing their own populations. Singapore now records fewer than one child per woman, Thailand is shrinking, and even traditionally high-fertility nations like the Philippines are catching up fast. Understanding how this happened and what it means for the future is essential to grasping the demographic forces reshaping Asia.

The big picture: Southeast Asia’s fertility journey

The Total Fertility Rate (TFR) is the average number of children a woman is expected to have during her reproductive years. A TFR of around 2.1 is considered the replacement level, the rate needed for a population to maintain its size without migration. Anything below that, and the population will eventually shrink.

Six decades ago, Southeast Asia looked very different. Many Southeast Asian countries had TFRs of around 5 to 7 children in 1960, but they had all declined to below 3 by 2020, with Timor-Leste being the only exception. Today, the regional average hovers near replacement level, though the variation between countries is striking. According to data covering 11 Southeast Asian economies, the regional average TFR stood at 1.89 births per woman in 2022, with Cambodia at 2.62 and Singapore at the lowest end.

The frontrunners: Singapore and Thailand

Singapore and Thailand led the charge into low fertility. Singapore crossed below the replacement level as early as 1975, while Thailand reached the same milestone around 1990. Singapore’s situation has since become extraordinary. The country’s resident TFR fell to a record low of 0.87 in 2025, down from 1.24 just a decade earlier in 2015. To put that in perspective, the average Singaporean woman is now having less than one child in her lifetime.

Thailand’s slide has been similarly dramatic. A senior Thai government official warned that current trends could shrink the country’s population from 66 million to 33 million within 60 years.

The middle movers: Vietnam, Brunei, and Malaysia

Other countries followed a slower but steady path. Brunei Darussalam and Vietnam saw their TFRs fall below replacement level in the early to mid-2000s, while Malaysia only reached this milestone in 2015. Malaysia’s slower transition is partly explained by lower contraceptive uptake. Malaysia’s contraceptive prevalence among married women was around 55% in 2014-2015, significantly lower than Thailand, Singapore, and Vietnam, where uptake exceeded 70%.

The slower transitions: Philippines, Indonesia, Cambodia

The Philippines, Indonesia, and Cambodia continue to show higher fertility than their wealthier neighbours, though they too are declining. Indonesia, the region’s most populous country, has made remarkable progress through family planning. Among married women aged 15 to 49 in Indonesia, around 59.3% use modern contraception methods such as implants, IUDs, injections, and pills. The Philippines, with its strong Catholic influence, took longer but has also shifted. In the Philippines, contraception emerged as the leading fertility-reducing factor, accounting for roughly 42% of the fertility reduction by 2013.

What’s driving the change? Socioeconomic forces at work

No single factor explains Southeast Asia’s fertility transition. Instead, a web of interconnected social and economic changes has reshaped how families form and grow.

Delayed marriage and the rise of singlehood

Across the region, people are marrying later or not at all. In Singapore, one of the key reasons for declining fertility is the postponement of childbearing, driven by rising age at first marriage and parenthood. This bimodal pattern is now common across much of Asia, where most childless adults are also unmarried, while married couples typically still have two or more children.

The Singapore data is telling. Women aged 25 to 29 in Singapore are now less likely to give birth than women aged 35 to 39. Career building, financial pressures, and changing aspirations are pushing childbearing later, which biologically reduces the total number of children most women have.

Rising contraceptive access and use

Family planning programs have been transformative. Indonesia’s national family planning program, launched in the 1970s, is often cited as one of the developing world’s success stories. Today, education, wealth, and access to information all strongly correlate with contraceptive use. Indonesian research shows that a woman’s education level, number of living children, and access to information through television and the Internet significantly influence her decision to use contraception.

Economic growth and women’s empowerment

Economic transformation has been the most powerful underlying driver. As Southeast Asia industrialised and urbanised, the costs of raising children rose sharply while their economic value to families declined. Women’s education and labour force participation expanded simultaneously, giving women more choices about when and whether to have children.

Researchers identify socioeconomic development, ideational change, and cultural factors, such as religion, colonial legacies, kinship systems, and family policy, as central drivers of Asia’s fertility transitions. The fact that Muslim-majority Malaysia and Indonesia have transitioned more slowly than Buddhist Thailand or Confucian-influenced Singapore reflects how religion and family norms shape fertility behaviour.

Urbanisation and the cost of children

City life changes the calculation of family size. Housing is expensive, schools are competitive, and dual-income households are often necessary. In 2022, the Economist Intelligence Unit ranked Singapore as the most expensive city to live in, tied with New York, with housing affordability cited as a major obstacle for young couples. Similar pressures play out in Bangkok, Kuala Lumpur, and Jakarta.

The future: An ageing region faces difficult choices

Today’s low fertility creates tomorrow’s demographic challenges. When fewer babies are born, the working-age population eventually shrinks while the elderly population grows. This shift has profound implications for economies, healthcare systems, and family structures.

The ageing wave

Singapore offers a glimpse of what’s coming. One in five Singapore citizens were aged 65 or older in 2025, up from one in eight just a decade earlier in 2015. South Korea, Singapore, Hong Kong, and Taiwan rank among the five countries with the world’s lowest birth rates, and Southeast Asia is increasingly following the same path as its East Asian neighbours.

The pronatalist response

Governments are scrambling to respond. Singapore has spent decades trying to boost births. After early public campaigns failed, Singapore introduced a package of pronatalist incentives in 2001 that has been enhanced repeatedly, yet results remain modest. Government-paid paternity leave in Singapore was doubled from two to four weeks for fathers of babies born from 2024.

The lesson seems to be that money alone does not buy babies. Cash incentives, longer parental leave, and subsidised childcare can help, but they cannot fully reverse the structural and cultural shifts behind low fertility.

Workforce, immigration, and economic strain

A shrinking workforce supporting a growing elderly population strains pensions, healthcare, and economic growth. Singapore’s Deputy Prime Minister has warned that without intervention, the citizen population could begin to shrink by the early 2040s, prompting calls for carefully managed immigration to augment low birth rates. Thailand, Vietnam, and Malaysia will face similar questions in coming decades.

The unevenness of the transition

Southeast Asia’s diversity means countries will reach demographic milestones at different times. Cambodia, Laos, and the Philippines still have relatively young populations, which means they have a longer window of demographic dividend, the economic boost a country gets when its working-age population is large relative to dependents. Countries that handle this window well, by investing in education, jobs, and women’s empowerment, will be better positioned when their own ageing wave arrives.

Lessons for India

India’s fertility journey has many parallels with Southeast Asia. Like Indonesia and the Philippines, India is a large, diverse country with significant regional variation in fertility. Some Indian states have fertility rates similar to Thailand’s, while others remain closer to Cambodia’s. Watching how Singapore, Thailand, and Vietnam manage the consequences of rapid fertility decline offers important policy lessons: invest early in elderly care infrastructure, support working women, design migration policies thoughtfully, and recognise that boosting fertility once it falls is extraordinarily difficult.

The Southeast Asian experience also challenges a common assumption that fertility decline always brings prosperity. The early stages of the transition do generate a demographic dividend, but once fertility falls well below replacement, the same forces that powered growth can begin to constrain it.
